You will be part of the dynamic Capability and Programme Development team that is responsible for the building of workforce competency, under the Centre for Capability & Knowledge, Singapore Environment Institute. Under the guidance of a Senior Assistant Director, you will work with team members and stakeholder departments to ensure that NEA officers and industry professionals are equipped with the requisite knowledge and skills for their work.

What the role is
What you will be working on
Your key job responsibilities will include the following:
- Conduct competency profiling to identify competency needs and gaps and perform learning needs analysis.
- Serve as learning and development (L&D) business partner for assigned departments on competency-related matters.
- Collate and perform analysis of data and information to develop initiatives to build workforce competency.
- Work with internal and external stakeholders to develop, implement and/or review competency frameworks.
- Conceptualise, plan and manage communication, engagement and change management activities including content development.
- Draft submissions and present papers to facilitate timely updates to Senior Management.
What we are looking for
The job might be for you if you possess the following qualities:
- Key competencies in Learning and Development, HR Data Analytics, HR Business Partnering, Competency Framework Development and Application.
- At least 5 years of relevant experience in conducting gap and learning needs analysis, and implementing competency frameworks.
- Strong project and time management skills.
- Enjoy productive stakeholder engagement in a dynamic organisation.
- Make things happen by turning thoughts into action.
- Able to work in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.
