The Enabling Division (EN) is the national focal point for policy issues concerning persons with disabilities. It formulates and reviews policies of MSF-funded programmes and schemes relating to persons with disabilities, and works with stakeholders across the public, people and private sectors to co-create and co-implement the recommendations of the Enabling Masterplan which guides Singapore towards becoming a more caring and inclusive society. EN also oversees and works closely with SG Enable, which is an agency set up by MSF that is dedicated to enable and support persons with disabilities as well as their caregivers.
The Residential Care & Services (RCS) Branch oversees:
• Residential disability services such as Children Disability Homes (CDHs), Adult Disability Homes (ADHs), Adult Disability Hostels (ADHLs) and respite services in ADHs and CDHs.
• Community disability services such as Enabled Living Programme (ELP), Special Student Care Centres (SSCC) and Community Integration Support (CIS)
• Legislative development, policy development and implementation for residential services for persons with disabilities (PwDs)
• Development and implementation of the Disability Module in the new IT system

What the role is
What you will be working on
• Lead the implementation of key legislation, including collaborating with SG Enable to develop and implement operational policies, guidelines, engagement and implementation plans
• Develop, execute and track strategic communication plans for the implementation of key legislation
• Prepare regular reports on engagements, implementation status, challenges, and proposed solutions
• Support the refinement of ADH/CDH Service Models in collaboration with SG Enable
• Assess the adequacy and effectiveness of existing policies and initiatives to address the needs, challenges, and aspirations of caregivers of PwDs.
• Coordinate and strengthen efforts across the whole of Government to provide integrated, family-centric support to meet the evolving needs of caregivers and their care recipients across different life stages.
You may also be involved in other projects and tasks that are important to EN, such as engaging key stakeholders in the disability sector and communicating to them key policy shifts that promote the stability, self-reliance and social inclusion of PwDs and their families.
What we are looking for
• 4-5 years of relevant working experience
• Experience in public policy and/or disability inclusion work would be an advantage
• Strong understanding of legislative processes and policy implementation
• Excellent project management skills
• Strong analytical and problem-solving skills
• Proactive, dynamic, and adaptable to new challenges
• Excellent stakeholder management and communication skills
• Strong written and verbal communication skills, with experience in strategic communications
