What the role is

The Planning Systems and Support (PSS) Team, part of URA’s Physical Planning Group (PPG), sits at the nexus between urban planners and the business systems they need for their daily work. PSS offers the unique opportunity to partner closely with both ICT specialists and urban planners to co-develop and co-deliver enterprise IT systems, e-Services and digital work processes to meet evolving business needs. PSS also analyses and recommends available solutions on the market that can meet planners’ needs, and monitors usage and quality metrics to drive service delivery improvements and the digital transformation of urban planning work.

What you will be working on

In this position, you will develop and maintain automated processes to support PPG workflows, coordinate data compilation and maintenance efforts between PPG and other Groups, facilitate the interfacing of these processes and datasets with URA’s enterprise systems and workflows, and support onboarding and training of staff to use these processes and datasets. This includes: • conducting business analysis to translate planning practices into workflows that are suitable for automation • identifying, designing, collating and maintaining datasets required to support the workflows • assessing technical options to automate the workflows and dataset collation/maintenance • developing, maintaining and enhancing algorithms, scripts, tools and other approaches to automate the workflows and dataset collation/maintenance • integrating the workflows into other case/customer/knowledge management systems and geospatial information systems (GIS) • documenting the above automated processes • developing training materials and running training/helpdesk sessions to provide first-line support to onboard planning staff to the automated processes • liaising with counterparts in other Groups to unlock synergies between PPG’s automated processes and other business or technical needs

What we are looking for

• A degree/postgraduate diploma in urban and regional planning, geography, geospatial/computer science/engineering or related disciplines. In the alternative, candidates without a degree should possess at least 3-5 years of planning-related experience. • Strong interest in the physical urban development of Singapore • Capable of coding and strong experience with using GIS, preferably with experience using Python in GIS • Experience with database management (including database querying/data cleaning with SQL and R) preferred • Excellent analytical thinking, problem-solving and troubleshooting skills. • Strong communication and collaboration skills. • Quick learners, with a strong interest to learn • Proven ability to work independently as well as in a team
