The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private housing estates, and the upgrading or provision of neighbourhood infrastructure.
Having reaped these early, low-hanging fruits from better coordination, MSO is now working with sectoral partners to pioneer new approaches to conducting key ground operations. These “pathfinder” projects will show the way forward in service delivery transformation, community engagement and sectoral productivity.

What the role is
What you will be working on
To support these significant “external” moves, we need to pay even more attention to our “internal” organisational health. As AD/SAD (Organisational Development), you will thus support the MSO senior management team in at least the following ways:
• Recommending and implementing more objective measures of organisational health;
• Regularly tracking these measures. This includes learning from other organisations within and beyond the Public Service, who are undergoing similar organisational change;
• Recommending and implementing interventions to more systematically retain, develop and deploy our organisational bench strength; and
• Working closely with the senior management team to listen to, communicate with and adjust these plans with the rest of the organisation.
What we are looking for
Central to this role is sensitivity to stakeholder needs, the translation of these needs into concrete activities with clear business outcomes, and working with diverse stakeholders to implement and review these activities.
The following specific competencies are minimum requirements:
• [Systems Thinking]: See the different levels and components that make up MSO, their connections and dependencies, and apply this understanding to proposed OD initiatives.
• [Change Management]: Assess risk of and readiness for change, and adjust OD initiatives accordingly, to ensure as many MSO officers benefit professionally and over the long haul.
• [Stakeholder Management]: Listen, persuade, adjust to and enlist various stakeholders at different levels of the organisation to co-create and implement approved OD initiatives.
• [Sense and Evaluate Impact]: Set suitable indicators and collect data to measure progress and effectiveness of OD initiatives.
Other requirements:
• Tertiary qualifications in any discipline. Direct past experience in public sector organisational development work would be a bonus
• Experienced and resourceful project manager, with strong track record of translating ideas into impactful action and meaningful outcomes.
• Reasoned and reasonable. Adept at building bridges and working with people across different academic and professional backgrounds.
• Curious about what is happening in our neighbourhoods. Sensitive to public needs and able to think from lay person’s perspective. Adept at translating these needs into clear, concrete deliverables for team members.
• Excellent written and verbal communication skills
• Attention to detail.
