What the role is: To plan and execute MOM’s sentiment and behaviour research (within CED and across division) to allow for sensemaking and evidence-based policymaking through research design, data collection and analysis of sentiment data. This allows for better understanding of public perception that informs effective policy making and communication strategies.

What you will be working on

What you will be working on: The incumbent’s work will result in: (i) leading the design and implementation of CED’s key surveys with stakeholder divisions, tapping on the analyses of sentiment and behavioural data related to MOM’s policies to inform and achieve overall ministry outcomes; (ii) collaborate across departments on policy research areas to sense make, monitor, uncover insights to achieve MOM’s broader strategic outcomes (iii) overseeing a team of research officers in the collection, analysis, and interpretation of data, and ensuring that research projects are conducted in a timely and rigorous manner. The responsibilities include: • Identify key research questions and objectives in consultation with senior management and other stakeholders. • Conduct comprehensive literature review to ensure that the research project builds upon existing knowledge and uses best practices in sentiment research design • Oversee fieldwork, data collection, and data cleaning processes to ensure that the data is of a high quality • Conduct data analysis using appropriate statistical methods and data visualization techniques • Support and collaborate with policy and operational divisions across MOM to scope, develop specifications, identify, procure, appoint and subsequently manage research projects with insights that feed into developing/new policy areas. • Develop the research design, survey questionnaire, and sampling strategy that incorporates appropriate methods for data collections such as surveys or focus group discussions • Liaise with policy departments to ensure that research findings are aligned with policy objectives and inform policy decisions • Communicate research findings to policy departments in a clear and concise manner, highlighting key findings and their implications for policy decisions

What we are looking for

What we are looking for: • A degree in a relevant field such as social sciences, economics, psychology, statistics, or public policy. • At least 10 years of experience conducting sentiment research from start to finish • Experience leading and supervising a team of research officers • Knowledge of labour or employment issues is preferred • Independent and confident of being able to lead a project team and drive projects across a wide range of issues • Excellent proficiency in English, both verbal and written PWDs are welcome to apply.
