We are looking for an experienced professional to develop partnerships that strengthen career and skills guidance in Singapore. You will analyse data to design targeted solutions and manage stakeholders to connect individuals with SkillsFuture resources effectively.

What you will be working on

1. Service Innovation and Insights

  • Design and enhance customer experiences by understanding user needs, behaviours and feedback through available data. Identify distinct customer segments and develop targeted services that improve their career and skills guidance journey

  • Manage end-to-end service cases including monitoring service delivery and outcomes. Identify service gaps and implement practical solutions for timely case resolution and service recovery

  • Improve service delivery processes and resource allocation through insights from operational data. Monitor key performance indicators to ensure service excellence

2. Strategic Partnership Development

  • Develop partnership strategies guided by evidence and aligned with policy objectives. Identify and evaluate high-impact opportunities based on operating context and risk analysis

  • Monitor and assess partnership effectiveness through relevant metrics, ensuring outcomes align with intended goals

  • Build and nurture stakeholder relationships using compelling value propositions backed by evidence. Prioritise engagements based on impact potential and domain alignment

  • Drive collaborative initiatives, mobilising both internal and external stakeholders to co-create and deliver impactful solutions

3) Programme Evaluation and Enhancement

  • Design practical evaluation frameworks that include programme theory, outcome indicators and data collection, and combine quantitative metrics with qualitative insights for career and skills guidance initiatives

  • Conduct programme reviews to assess effectiveness and value-for-money, identifying opportunities for improvement through evidence-based analysis

  • Develop strategic recommendations based on evaluation findings. Monitor implementation outcomes and measure the effectiveness to guide programme refinements

4) Strategic Communications and Engagement

  • Develop targeted communication strategies based on audience understanding and engagement patterns to tailor messages for different stakeholder segments

  • Create compelling messages aligned with policy objectives and organisational strategy, that demonstrate impact and value to different stakeholders, supported by relevant data and insights

  • Develop and implement multi-channel engagement campaigns informed by user behaviour and preferences. Design targeted outreach initiatives and measure their effectiveness

What we are looking for

  • Minimum 5 years of experience in partnership development and data-driven programme management

  • Strong analytical skills with ability to translate data insights into actionable strategies

  • Excellent stakeholder management and communication skills, with proven ability to influence and work collaboratively

  • Strong project management capabilities with attention to detail and ability to meet deadlines

  • Strategic thinker who takes initiative and adapts well to challenges

Advantageous to have:

  • Experience with data visualisation tools and analytics platforms

  • Background in career guidance or skills development sector

This role combines evidence-based insights with strategic partnership development to drive initiatives that strengthen Singapore's career and skills guidance ecosystem.

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
