What the role is

The Healthcare Reserve Force (HRF) is a volunteer force which will support MOH’s disease outbreak response operations, with the flexibility to reinforce operations for other emergencies. Under HRF, the volunteers will be trained for and involved in non-clinical, and non-front facing roles to support MOH operational teams responding to disease outbreaks. What the role is? 1. To be responsible for the engagement, training and management of the Healthcare Reserve Force (HRF). 2. To be responsible in overseeing the training of HRF reinforcements and developing programmes to keep the HRF engaged. 3. You will also be responsible in liaising with vendors for training delivery and logistics. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

1. Conduct training programmes to ensure HRF volunteers are equipped with the necessary skills and knowledge. This may include, but not limited to: a) Conduct training for functional tasks for reinforcements b) Collaborate with the HRF training team and vendors to ensure quality delivery of training programs 2. Assist to develop and implement regular engagement programmes for HRF volunteers

What we are looking for

Requirements: • Tertiary education in any discipline • Knowledge of public health policies, infectious disease controls, and outbreak response protocols will be an advantage • Ability to operate effectively in high-pressure situations and demonstrate crisis management skills • Experience in lesson planning and delivering training programmes will be an advantage • Familiarity with best practices in volunteer engagement is preferred • Good to have experience in social media content development, management and analytics • Good writing and effective communication skills Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. • Partnership and Engagement Strategy – Demonstrates ability to develop and align Partnership & Engagement strategies with broader organisational objectives, through understanding of interconnected policy domains and stakeholder relationship. • Learning Facilitation – Ability to design and deliver engaging learning experiences through effective facilitation, content customisation, and teaching methods that address learner needs. • Outreach and Engagement [including internal communications] - Ability to plan and execute engagement initiatives through effective programme implementation, partnership building, and digital platforms while measuring outcomes through data-driven approaches. • Design Engagements - Ability to develop targeted engagement approaches through established frameworks, ensuring meaningful and effective stakeholder interactions As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
