Reporting to the Deputy Director, STRMO, the jobholder will assist HTX Chief Risk Officer (CRO) and the Risk Management Committee in providing oversight and guidance on the management of risks faced by HTX. Operationally, this involves covering various aspects of the Enterprise Risk Management (ERM) process including risk identification, assessments, analysis, mitigation and monitoring; defining the various risk owners’ roles and responsibilities; conducting risks training/workshops; providing stakeholders with advice on risk insights, risk culture; their risk mitigation plans; and preparing updates to stakeholders on the status of risk management in HTX.

The jobholder will be responsible for the following: • Ensure that risk management policies, systems and processes remain relevant, effective and useful. • Lead initiatives, such as risk management training programs, to cultivate a sustainable and effective Control and Risk Culture in HTX • Prepare dashboards, risk reports for regular presentation and reporting to Senior Management. • Engage HTX risks owners to identify, assess and prioritise their respective risks areas, and provide advice to the risk owners to formulate meaningful key risk indicators, appropriate risk response plans to manage their respective risks within the approved risk appetite and tolerance. • Analyse and rationalise key risk data together with the respective risk owners to identify potential emerging internal and external risk trends, for the necessary follow up by the risk owners. • Provide secretariat support to the HTX Risk Management Committee and other Management forums on all ERM matters. • Connect with WOG agencies for best practices on ERM programme for government agencies.

• Tertiary qualifications in business management, administration, finance. • Professional certification in risk management. • Minimally 5 years’ relevant work experience in ERM, Risk Governance and Management. • Having relevant experience in data analytics would be advantageous. • Being able to work independently, being analytical with excellent interpersonal, communication and proficiency in Microsoft Office Suite (powerpoint, excel) skills are required. • Having digital infographics skill to create digital communication materials would be advantages. • Able to build consensus across different functions and stakeholders, partner and advise the former on identification, analysis, mitigation, and monitoring of risks. • Continuous learning mindset to keep abreast of emerging risk trend locally and internationally. • Team-player mindset is necessary, as the jobholder may be required to assist in other duties if needed. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
