The research function in the Institute of Public Administration and Management, Service and Operations Management Team advances thinking in regulatory, compliance and enforcement (RCE) management for the Singapore public sector.
As a researcher, you will spearhead the advancement of thought leadership in RCE management, whilst developing and implementing learning products and interventions to stimulate discourse and generate valuable insights. Your primary focus will be the learning and development of public sector practitioners and leaders in RCE functions, where research supports practitioners in delivering and implementing strategies to deliver excellent RCE operations and services to achieve intended outcomes.

What the role is
What you will be working on
The role of a researcher includes:
• Developing and driving efforts to build a community for RCE practitioners through various platforms (e.g. organising Community of Practices, managing a microsite, curating regular newsletters).
• Designing and facilitating discussions on RCE management with public sector practitioners and leaders to share research findings, best practices, and pertinent issues and challenges for the public sector RCE communities.
• Proposing research topics, designs and plans in RCE management, especially to support RCE operations and services targeted at citizens and businesses.
• Conducting research on key emerging trends in RCE management, and drawing insights that are contextualised for the Singapore public sector.
• Uncovering citizens’ insights for RCE management using appropriate research methods, including but not limited to surveys, ethnographic interviews, intercept interviews, focus group discussions, contextual inquiries, observations, etc.
• Translating research insights into learning products and interventions such as articles, videos, podcasts, infographics, toolkits, scenarios, games, simulations, case studies and papers on the topic of RCE management to meet learning needs both within and beyond the classroom.
• Organising advisory panel meetings, roundtables, seminars and lectures helmed by local and international practice leaders and academics to raise awareness of current and emerging RCE management issues.
• Providing advisory and consultancy services to public sector agencies, and managing multi-disciplinary projects.
