What the role is

Part of the Corporate Group in IMDA, the Finance Division seeks to perform effective and efficient financial management and control necessary to support all line divisions and business activities within IMDA. You will be part of a dynamic team, in charge of the financial resource planning and management, including grants.

Responsibilities

Strategic Financial Management

  • Serve as a key business partner to line divisions, providing strategic advice on financial planning, programme funding, operational matters, tax issues, etc
  • Handle and manage budgets including Operating, Capital, and Government-funded Programme budgets
  • Work closely with Planning & divisions on 5-year block budgets

Budget Planning and Analysis

  • Guide divisions on bi-annual budgeting exercises, planning assumptions and timelines
  • Review and analyse Operating/Capex and Programme budget submissions from line divisions
  • Maintain dashboards for proactive financial management
  • Drive improvements in budget marksmanship practices through data-driven insights

Fund Management and Reporting

  • Manage multiple funding sources
  • Oversee funds drawdown, utilisation tracking, reconciliation, audits, and closure processes
  • Assist divisions in preparing and presenting detailed analysis reports on actual utilisation to management
  • Ensure proper accountability and compliance with funding requirements

Requirements

Qualifications and Experience

  • Qualified Accountant with at least 10 years of experience in Accountancy and/or Finance, specifically in financial planning & analysis
  • Strong understanding of Workday system and processes
  • Experience in business partnering and stakeholder management

Technical Skills

  • Proficient in data analytics and visualisation tools such as Power BI and Tableau would be an added advantage
  • Strong expertise in financial planning and reporting solutions
  • Advanced proficiency in financial modelling and data analysis

  • Outstanding communication and interpersonal skills with ability to influence at all levels
