Reporting to the Director / Deputy Director of Programs, the Project Manager (Airport) is responsible for managing and guiding the R&D and engineering projects which have been assigned to the Research Institutes, IHLs and industry partners to ensure that the deliverables are achieved in accordance with the agreed project plans, budgeted cost and performance quality.

What the role is
What you will be working on
Stakeholder Engagement
- Work with stakeholders to define problem statements and performance needs.
- Organise and facilitate workshops to actively engage airport stakeholders to seek inputs and buy-ins
- Maintain a routine to engage the relevant stakeholders on a regular basis via email, workshops and meetings.
- Prepare briefs to senior management, scientific advisory and governing councils, corporate delegates and to coordinate events to promote ICAI’s programs.
Grant Call, Evaluation and Administration
- Solicit proposal from IHLs and RIs via open or closed grant calls, and organise evaluation panels to review and award proposals
- Administer R&D grants to IHLs/RIs , as well as monitor and ensure timely submission of budget and reports, and manage verification of claims submission
- Support audits on projects and ensure timely submission of reports to funding agencies
Project Management
- Plan, direct, and monitor all aspects of projects including the design, development and conduct of experiments.
- Prepare and communicate Project Plan, WBS, Schedule, Risk Management, System Validation and Quality Assurance Plans, as required.
- Ensure all projects are properly staffed and resourced, and delivery of projects based on agreed schedules, cost, scope and required level of quality
- Report on progress and risks/issues/opportunities to senior management. Take remedial actions to mitigate deviations of actual project performance from approved plans.
- Prepare monthly, quarterly and annual reports on project status and budget utilisation.
- Manage and track the generation of engineering design reports, system architecture, project definition documents, and contract documents / technical specifications.
- Guide and promote the filing of Intellectual Property on novel concepts that are developed.
Engineering System Management:
- Review current state-of-the-art approaches to address the problem statements.
- Conduct technical analysis of system requirements and trade-off analysis of proposed system concepts
- Support the development of system architecture.
- Conduct literature research to assess technology readiness level of enabling components.
- Review the technical performance of system, and analyse adequacy of test and integration plans and procedures
- Manage the setup of experiments, as well as communicate, organise and prepare stakeholders for test-bedding activities
- Ensure proper documentation to facilitate knowledge transfer.
Other Activities
- Prepare and submit proposals and purchase requests to seek endorsement from higher management on budget expenditures.
- Conduct sourcing and evaluation activities as required by senior management to support ICAI’s programs.
- Secretariat duties for ICAI Cadence and Board Meetings and other support duties, as and when required.
What we are looking for
- Trained in computer science/electrical engineering/industrial system engineering/science or aviation-related studies.
- A minimum of seven (7) years of experience either in software development, ICT system development, robotics and automation or industrial system engineering is required.
- Experience in managing projects with budget of more than US$1M and team size of more than 10 people.
- Familiarity with development processes related to implementing AI/ML systems, digital twin, modelling and simulation workflows, cybersecurity, robotics and automation, 5G and IOT enablers, as well as System Engineering and System Management practices
- Familiarity with airport airside operations would be a plus.
- Good communications, writing and presentation skills. Fluent reading, writing and speaking abilities in English. Comfortable and conversant in lead and facilitating workshops, physical and virtual meetings.
- Possess good time management skills. Able to effectively monitor activities, track progress and deliverables across 2 to 3 projects.
