What the role is

The Residential and Children-in-Care Policy Branch formulates and reviews housing and social support policies for children in statutory care, rough sleepers, homeless individuals and families, family violence survivors, low-income and vulnerable elderly, and destitute persons. Our goal is to ensure that these client groups receive client-centred care, rehabilitation and quality residential services, to maximise their safety, stability and social mobility. To achieve this, we undertake evidence-based research and community engagement and collaboration with stakeholders. This Branch is part of a larger Division, the Rehabilitation, Protection and Residential Care (RPR) Division, which oversees the policies, strategies and programmes that address the needs and challenges of vulnerable populations, such as children and adults in need of care and protection, youth and adult offenders, family violence survivors, the vulnerable elderly and individuals at risk of homelessness.

What you will be working on

Reporting to the Team Leader, you will be: • Shaping our medium to long-term policies: You will be an integral part of the team shaping the Ministry’s overall long-term vision, strategy and key directions to transform the out-of-home care sector and develop a whole-of-Government/ whole-of-MSF approach toward the care and aftercare of vulnerable children and young persons removed from their families for safety reasons. Our goal is to design policies to strengthen out-of-home care options, including foster care, kinship care and children’s homes, and develop strategies to support safe family reunification efforts when possible. These will be vital in improving long-term outcomes for vulnerable children and youth. • Designing Data-Driven Policy and Programme: You will develop policies and programmes for children in out-of-home care by drawing from a rich body of research and analysis. This will involve analysing emerging trends, reviewing research, conducting data analysis, and engaging with community partners and ground agencies to assess the needs of these children in statutory care. You will identify policy opportunities and formulate strategies to address any existing gaps. You will also drive cross-cutting workstreams to shape the service and funding models, establish programme KPIs, and conduct impact and outcome evaluations on our programmes. • Forging partnerships with stakeholders: You will closely consult community partners (e.g. Social Service Agencies that operate the out-of-home care services), and engage internal and external stakeholders, research teams, to identify collaborative opportunities to address policy gaps, and co-create solutions. You will build partnerships with stakeholders, including community organisations and government agencies to facilitate policy formulation, translate policy intent into impactful implementation, and ensure clear communication to effectively convey these initiatives to the public and stakeholders. As a Manager of the Rehabilitation, Protection and Residential Care Division, your role requires strategic thinking and strong analytical, research, and communication skills. You will contribute to the development of policies that enhance residential support, protection and rehabilitation for vulnerable groups in society. What we are looking for

• Strong analytical and problem-solving skills • Communicates effectively, verbally and in writing • At least two years of relevant work experience in policy formulation, data analysis, and inter-agency stakeholder/ sector engagement is an advantage • Driven, resourceful and a team player • Able to lead projects independently and engage stakeholders at different levels • Able to manage tight timelines and deliver outcomes in a fast-paced working environment.
