The Leadership Development & Strategy Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve the following key outcomes:
1. Effective and High-Performing Leaders & Leadership Teams who deliver with excellence today and innovate for tomorrow
2. Leadership Corps with Greater Diversity in experiences, skillsets & perspectives
3. One Public Service Leadership with a common purpose, identity and values
We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior public service leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.

What the role is
What you will be working on
[Specific Job Responsibilities]
You will be part of a project team seeking to transform LD operations through digitalisation of LD processes and process redesign. This effort will require an extensive review of major LD processes in partnership with IT colleagues and agencies, and an agile, pragmatic, and focused approach to deploy tech solutions and streamline processes. This is part of wider efforts to strengthen the use of data and policy-ops-tech integration to enhance Leadership Development at the Whole-Of-Government level. You will:
• Redesign and review LD processes to transform LD operations. This includes identifying tech tools to digitalise and automate existing processes, as well as developing a digital workflow for Whole-Of-Government (WOG) HR.
• Work with LD operations teams to understand their current processes and co-create more optimal workflows, including simplification of operations and/or policy where feasible.
• Work on digital solutions and proofs of concepts (POCs) to meet business needs.
In the course of the work, you will have the opportunity to work closely with Public Service Leaders, Ministries, and different clusters within PSD. You will also be exposed to a broad understanding of talent management, leadership development and human resource management work such as recruitment, selection, and learning & development.
What we are looking for
The candidate should possess the following:
• Ability to engage stakeholders effectively to understand their needs and concerns, as well as to involve them in the solutioning process and seek their buy-in on initiatives. You should possess strong communication (written and verbal) and presentation skills to engage internal and external stakeholders of different seniority.
• Ability to think creatively to redesign processes to improve efficiency and user experience.
• Familiarity in technology and product development is strongly preferred.
Successful candidates will be offered a 2-year contract in the first instance.
