What the role is

Science, Technology, and Engineering (STE) are pivotal in modernising public service delivery, as well as driving innovation and efficiency in the public sector. By integrating cutting-edge scientific, technological, and engineering solutions and strategies in operations, the public sector addresses complex societal challenges to significantly improve the quality of life of our citizens. The officer will drive the proliferation and the use of science, technology and engineering (STE) solutions in Ministry Families (MFs) across the government to help them operate more effectively and efficiently. These solutions include but are not limited to Modelling and Simulations (M&S) and Robotics and Automation (R&A). Additionally, he/she will support other S&TPPO teams in strategic planning and Operations-Technology (ops-tech) integration policy formulation.

What you will be working on

Specifically, the officer will oversee the establishment of multi-agency shared technology stack/infrastructure for M&S and R&A. He/she will assist to develop and implement strategies to catalyse, steer, support, and connect high impact M&S and R&A initiatives across various public agencies, research institutions and social enterprises. He/she will plan and catalyse the execution of key M&S and R&A programmes and projects by public agencies to drive transformative changes to their operations and to the Whole of Government (WoG). For example, in FY25-FY26, the officer will work with expert agencies to upskill public sector agencies in the use of M&S technologies for policy, planning and operations. He/she will connect agencies with research performers and facilitate data and knowledge sharing and collaboration through shared facilities like secured data sharing platforms and data hubs. In R&A, he/she will champion efforts to use multi-agency shared monitoring, surveillance and enforcement platform solutions like autonomous patrol robots and drones. His/her team will also strongly advocate the use of R&A in built environment and infrastructure development to reap enormous benefits for the public sector. The officer will work across teams in S&TPPO which handle different STE areas. Ops-tech integration and road mapping are examples of cross-cutting, high impact STE areas that S&TPPO is driving at the WoG-level. The officer will support other team members in such multi-agency initiatives to enhance public service delivery.

What we are looking for

• Background in Science, Engineering, Computing, Materials Science, Life Sciences, or related fields • Professional Experience i. At least 5 years of relevant work experience in the Science or Engineering field ii. Experience in programme planning, strategy formulation and operation-technology integration iii. Knowledge in modelling and simulation, and cyber-physical systems iv. Experience in managing and evaluating STE projects, especially those involving emerging technologies and different stakeholders from operation and technology departments/agencies v. Working experience in the public service is an advantage • Competencies i. Strong passion for science, technology and engineering ii. Keen interest to generate synergies and benefits for the WoG for the betterment of our society iii. Critical thinking skills and the ability to put forth actionable solutions while paying attention to detail iv. Good interpersonal and communication skills, and adept at managing relationships with various stakeholders v. Team player, who is highly motivated and has an excellent work ethic and constantly strive for excellence

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
