The primary mission of the Criminal Justice & Immigration Research Directorate (CJIRD), Research & Statistics Division (RSD) is to provide evidence-driven research support in the domains of criminal justice, safety, gambling, drugs, rehabilitation, border security, immigration and citizenship to help drive MHA’s key policy initiatives and development in these domains. Within CJIRD, the Drugs, Rehabilitation and Immigration Research Team focuses on the domains of drugs, rehabilitation, and immigration. The job holder will be responsible for conducting research on criminal justice, safety, security and gambling issues. The job holder will also serve as deskhead for Singapore Civil Defence Force (SCDF) on statistical and research matters.

The key responsibilities of the Job Holder include: Research: To conduct research on criminal justice, safety, security and gambling issues in support of MHA’s key policy initiatives and development. The types of research activities that the Job Holder will be required to undertake include: a. Conducting data-driven policy research studies, including experimental and quasi-experimental studies to establish the causal impacts of policies, as well as cost-benefit analysis of major MHA initiatives. b. Analysing international trends and developments in overseas jurisdictions’ approaches towards criminal justice, safety, security and gambling issues. c. Designing and analysing surveys in key areas of interest. Home Team Department Deskhead: To serve as deskhead for SCDF on research and statistical matters. Regular Trends and Statistics Reporting: To produce regular reports on key trends and statistics to help MHA senior management in sense making. Concurrent Duties and Appointments: To assist Director, CJIRD, and Senior Director, RSD in various administrative functions.

The job holder should: a. Have at least 2 years of relevant working experience. Past professional experience in research would be an advantage. b. Possess a good Degree in statistics, economics, data science, sociology, psychology or other related disciplines. Post-graduate qualifications would be an advantage. c. Have good writing and conceptualization skills. d. Be able to process and analyse data and information and derive conclusions from patterns and trends based on sound reasoning. Familiarity with working with large administrative datasets and/or designing surveys would be an advantage. e. Proficient in using statistical analysis or business analytical software tools such as SPSS, STATA, R. f. Have good interpersonal and communication skills and be able to collaborate effectively with other MHA divisions, Home Team Departments and external agencies on research studies and reviews. g. Have a good sense of perspective and judgment, possess the socio-political sensitivity to develop a holistic appreciation of situations.
