What the role is

The Strategy Group leads and organises the Public Service to develop and implement the Government’s strategic priorities. The National Climate Change Secretariat (NCCS) is part of the Strategy Group and is responsible for developing, coordinating and implementing Singapore’s domestic and international policies and strategies to tackle climate change. The Policy team is looking for an officer with strong leadership capabilities, to achieve the following outcomes.

What you will be working on

• Advance Singapore’s climate ambition and action and develop Singapore’s climate goals and strategies, through careful consideration of synergies and trade-offs presented by our national circumstances, climate vulnerabilities, broader national goals, and global, sectoral, and technological developments. • Drive the implementation of our climate strategies, working with agencies across the public and civil service, to enable coordinated Government action to reduce emissions and harness green growth opportunities. • Work with academia, industry, and other stakeholders to advance climate action and mobilise a wider national participation. • Develop strategies to deploy technology solutions (e.g. cooling solutions, electric vehicles, solar, renewable hydrogen, electricity imports, carbon capture utilisation & storage) to enable Singapore’s transition to a low carbon future. In addition to the above, we are also looking for someone who is committed to building a strong and cohesive team, and places a high priority on the wellbeing and career development for each of his/her officers.

What we are looking for

[Thinking Clearly & Making Sound Judgements] • Climate change is a highly complex topic. Assessing its impact on Singapore and recommending solutions require officers to parse through large amounts of information, understand Singapore’s core interests across multiple domains and time frames, and recommend sound solutions. The officer will need to be able to think critically and communicate clearly, so as to lead a team to achieve their objectives. [Working As One Public Service] • This role involves significant interagency work. As a team lead in a Centre-of-Government unit like NCCS, the officer needs to guide his/her team to build strong relationships with other agencies, and successfully align direction and coordination action across a larger number of agencies. [Improving & Innovating Continuously] • Climate change is a fast-evolving space, and hence there is a need to constantly assess the adequacy of our current policies and how to improve and innovate on what we already have. [Systems Thinking] • Given NCCS’ role as a Centre-of-Government unit and the expansiveness of climate change issues, it is important that the officer can connect individual issues with larger system-level frameworks and considerations, and identify inter-dependencies across issues/ domains/ agencies. • Public sector experience in strategy or policy role would be a plus • Skills in economic analysis and/or having an understanding of science and technology would be a plus

The Strategy Group in the Prime Minister’s Office drives Whole-of-Government strategic planning, and partners government agencies on policy development. It identifies key priorities and emerging issues over the medium to long term, such as population and climate change; it influences strategic resource allocation; and catalyses new functions and capabilities in order to deliver policies that are in the long-term interest of Singapore.
