What the role is

Assist Deputy Director (Finance & Procurement) and Assistant Director (Procurement) in reviewing and improving existing procurement processes, and manage the procurement activities of the Integrated Community Hub (ICH) Division, including Inter-agency Planning and Operations Groups (IPOGs), to ensure compliance with relevant Government and organisational procurement policies while driving value for money for all procurement activities.

Duties and Responsibilities

  • Review and improve existing procurement procedures to enhance operational efficiency, ensure compliance to Government Instruction Manual on Procurement, and strengthen the Corporate Governance of ICH Division. 
  • Partner with IPOGs to establish procurement requirements and oversee execution of end-to-end high-value procurement process – raising AOR, vetting of requirement specifications prior to sourcing, and preparing the recommendation of award prior to submission to the Quotation/Tender Approving Authorities, ensuring compliance with Government procurement rules and best practices and optimising value for money outcomes. 
  • Provide guidance and advice to IPOGs in procurement contract administration and government procurement policies and procedures to ensure proper contract management, including tracking of contract utilisation, timely follow up on contract variations and renewals, and prompt e-filing of documentation in PA e-Registry. 
  • Oversee the timely issuance and administration of Purchase Orders via GeBIZ system to support IPOG operations. 
  • Plan and manage procurement training for IPOGs to enhance overall procurement capabilities for ICH. 
  • Perform data analytics to ensure compliance to procurement principles and policies and generate insights for management reporting and decision making

Other Duties

  • Perform other duties as assigned by supervisors. 

Education and Experience

  • At least three years working experience in government bodies or statutory boards.
  • Proficient in data analytics and reporting tools.
  • Possess good understanding of the Government Instruction Manual on Procurement and practical knowledge of the GeBiz system will be advantageous.

Successful candidates will be given a 2-year contract.
