The LTAA is a division within the Learning Office, under the Land Transport Authority. The Academy’s vision is to be a leading global institution on land transport, with a mission to share Singapore's experience and expertise and deliver competency-based training to uplift the competency of LTA officers and the relevant industries.
The Programme Manager position resides within the Academy’s Programme’s team, established to lead the development of training interventions for LTA’s competency frameworks, with strong oversight and management of programmes.
You will also play a key role in adopting learner-centric models of teaching/learning using pedagogy and andragogy learning design techniques.
Key responsibilities
• You will be involved in the design of curriculum, development and curation of instructional content and delivery of learning programmes, to uplift the capabilities of LTA staff. This includes performing Training Needs Analysis to identify competency gaps. In addition you may also be required to develop Blended learning programmes.
• You will collaborate with key stakeholders such as in-house specialists within LTA, other Public Sector agencies, local and foreign Institutes of Higher Learning (IHLs), professional associations and training providers in the course of your work.
• You will review and enhance existing training programmes (including sourcing of suitable content that is already available) and oversee the administration and management of training programmes, including management reporting for training effectiveness of programmes, return of investment on training, trainer and resource management, financial reporting etc. You will also be expected to perform some facilitation work in class, and codify/document knowledge for use in LTAA’s programmes
Requirements
• Knowledge in adult education with a minimum of 5 years’ experience in instructional design. Those who have experience working in a training environment such as a training academy will be preferred.
• Well-grounded in the theory and practice of training and development, such as implementing technical competency frameworks - experience in managing the whole training spectrum from programme development to programme delivery and evaluation. Candidate should also have some basic case-writing skills.
• ACTA certification or equivalent professional qualifications will be advantageous.
• Some prior knowledge of Singapore's transport policies, regulation and LTA's functions will be preferred.
• Able to customize and deliver training to various levels of participants.
• Ability to work independently and as a team with internal and external stakeholders at all levels.
• Strong networking, analytical and communication skills. Ability to develop new plans and initiatives, including the use of technology in learning.
