The Residential and Care Services Branch leads policy formulation, service planning and programme/policy evaluation for social residential services and community living support/services to enable persons with disabilities to live independently.

What the role is
What you will be working on
As an Assistant Director in the Residential and Care Services Branch, you will supervise a team working closely with a range of partners, including other government agencies, SG Enable and social service agencies to develop medium- to long-term plans and solutions to enhance support for persons with disabilities in residential and community living settings.
• Medium to long-term strategic planning for social residential services and community living support/services for persons with disabilities;
• Review and enhance social residential services such as Children Disability Homes (CDHs), Adult Disability Homes (ADHs) and Adult Disability Hostels (ADHLs), and support the implementation of legislative changes for social residential homes;
• Pilot new community living support/services such as Enabled Living Programme (ELP) and Home Support Programme (HSP), and review how these services should be organised and mainstreamed;
• Review and enhance Special Student Care Centres (SSCC) and Community Integration Support (CIS) for children with disabilities;
• Planning and design of disability-related systems and use of data for longer-term planning.
You will monitor and assess the impact of policies, identify emerging gaps to address, and propose refinement or development of new services or programmes for persons with disabilities and their caregivers. You will engage in national-level policy-making and shape the development of the service landscape for persons with disabilities, engage social service agencies to understand the gaps and propose feasible solutions, and work with SG Enable to translate policy changes into implementation.
What we are looking for
• Strong analytical and problem-solving skills, comfortable with looking at issues through both strategic and operational lenses.
• Proactive, resourceful and practical in solutioning.
• Good team player and able to build consensus with multiple stakeholders.
• Exercise leadership in supervising and mentoring a small team.
• Excellent written and verbal communication skills.
• Experience in a policy role and/or disability sector would be an advantage.
