The Director of Policy & Transformation plays a strategic leadership role in leading effective policy and strategy development and implementation for the management of the mosque sector. This position is responsible for driving the digital transformation agenda, enhancing integration between MUIS HQ, District Offices, and mosques, and institutionalizing service excellence, particularly in the delivery of financial assistance programmes and services to underserved segments. The role requires a strong ability to navigate policy formulation, stakeholder engagement, and digital innovation while ensuring the mosque sector remains resilient, future-ready, and community-centred.

What the role is
What you will be working on
1. Policy Development & Mosque Sector Planning
Oversees the formulation and implementation of mosque development, planning, and management policies to enhance governance, sustainability, and operational efficiency across the mosque sector;
Establish strategic frameworks for mosque leadership, resource management, and program planning to strengthen sector-wide impact; and
Engage mosque leadership teams and key stakeholders to ensure alignment with national policies and MUIS’ strategic direction.
2. Digital Transformation
Lead the digital transformation strategy for the mosque sector, leveraging technology to improve operational efficiency, governance, and congregant experience;
Work closely with Muis HQ, District Offices, and mosques to integrate digital tools such as mosque management systems, data analytics, and online service platforms; and
Ensure cybersecurity measures and data protection policies are embedded in digital initiatives.
3. Integration Between MUIS HQ, District Offices & Mosques
Strengthen the coordination and collaboration between MUIS HQ, District Offices, and mosques, ensuring alignment in strategic priorities and policy implementation;
Develop governance frameworks and operational guidelines that foster seamless integration across all levels of the mosque sector;
Establish platforms for cross-sector collaboration, knowledge sharing, and capability-building among mosque leaders and staff; and
Monitor and evaluate integration efforts to ensure effectiveness and adaptability to evolving challenges.
4. Institutionalizing Excellence in Programme & Service Delivery
Oversee the streamlining and improvement of programme and delivery particularly to underserved segments, ensuring efficiency, accessibility, and responsiveness;
Develop standards and best practices for service excellence in the administration of zakat and other forms of financial aid;
Strengthen partnerships with community organizations, social service agencies, and government bodies to enhance holistic support for beneficiaries; and
Leverage data and analytics to track impact, improve outreach strategies, and ensure transparency in financial assistance distribution.
What we are looking for
Candidate should have:
the ability to craft and implement forward-thinking policies that drive mosque sector transformation;
strong understanding of digital technologies, data analytics, and smart solutions to enhance mosque operations;
proven experience in fostering collaboration among multiple entities, ensuring sector-wide synergy;
expertise in designing and institutionalizing high-quality service delivery models, especially in financial aid programs;
knowledge of regulatory frameworks, financial governance, and best practices in nonprofit management; and
strong communication, advocacy, and change management skills to influence key stakeholders and drive transformation.
Qualifications & Experience
Tertiary education Public Policy, Business Administration, or related fields
At least 10 years of experience in strategic planning, policy development, or sector transformation roles, preferably in the public or nonprofit sector.
Experience in leading digital transformation initiatives and working with diverse stakeholders.
Strong understanding of the mosque sector and social services is an advantage.
Successful candidate will be appointed on contract basis.
