Join the Data Strategy & Analytics Division (DSAD) team to grow SSG into a data-mature organization where we use data pervasively and securely to deliver on our business missions:
• Develop and drive SSG’s data strategy, including LOIs, data competency, and maintaining strong links with CIO Office
• Develop, implement and maintain comprehensive data governance and management framework that complies with WOG requirements Implement Lines of Inquiries
• Support data management and exploitation
• Develop MLOps and instil best practices

What you will be working on

The Manager is integral to driving data-centric projects and supporting the enhancement of SSG Data Analytics Environment (DAE). This role involves ensuring data quality, facilitating analytics processes, and empowering stakeholders through insights and training. The position supports our mission to leverage data for strategic development and operational excellence.

  • Data Management Strategy

    • Apply principles of data governance and management, ensuring compliance with Whole-of-Government (WOG) requirements tailored to SSG’s context

    • Develop and drive SSG’s data strategy, including LOIs, data competency, and maintaining strong connections with Chief Information Officer (CIO) Office

    • Develop, implement and maintain a comprehensive data governance and management framework that complies with WOG requirements

    • Support data management and exploitation to enhance organisational efficiency and decision making

  • Data Analytics Support

    • Perform data cleaning, pre-processing, and feature engineering to support advanced analytics projects

    • Conduct data manipulation, create workflows, and maintain analytics datasets in SSG’s DAE

    • Collaborate with data analysts across SSG divisions to ensure data quality and support data needs

    • Assist in training internal stakeholders to use tools within SSG's DAE

    • Support WOG data sharing arrangements, promoting inter-agency collaboration and data utilisation

  • Product Testing

    • Collaborate with development teams to understand product functionalities and data migration approaches

    • Ensure comprehensive testing coverage by identifying, documenting, and tracking bugs and issues through resolution

    • Work closely with contractors to prioritize and implement fixes

  • Data Project Management

    • Actively monitor project timelines and milestones, communicating progress to stakeholders

    • Collaborate with vendors to ensure comprehensive and accurate documentation for SSG’s DAE

    • Prioritize tasks to meet project objectives efficiently

What we are looking for

  • Possess the required competencies to execute the job duties proficiently

  • Strong knowledge in SQL, Python, and Tableau

  • Self-motivated, resourceful, and meticulous, with the ability to work independently and in teams

  • Strong project management, planning, time management, and organizational skills

  • Strong analytical skills with a keen eye for detail

  • Excellent command of written and spoken English, with the ability to communicate complex ideas, data, concepts, and outcomes of analysis clearly to business users

  • Experience supporting and working with cross-functional teams in a dynamic, fast-paced environment is advantageous.

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
