We are looking for a Science & Technology (S&T) strategy and planning manager to play an active role in transforming NParks’ work through central development and implementation of the S&T masterplan, and drive strategic projects in areas such as the development of a S&T repository and dashboard. You will also facilitate various planning and project activities to foster R&D foresighting, collaboration, and administration in NParks.
[What you will be working on]
Science and Technology Planning and Strategy
• Support the team in developing S&T action plans for workstreams, including strategies on capability development, collaborations and resourcing needs.
• Build central knowledge, capabilities and networks of S&T suppliers, solutions, resourcing opportunities and capabilities to help line divisions to innovate on S&T. This includes the setting up of central S&T Repository on a digital collaborative platform alongside automated dashboards and workflows.
• Implement S&T action plans through coordination and tracking of projects that NParks line divisions will embark on.
• Liaise with researchers and agency officers to foresight on R&D and collaboration.
• Facilitate general workstreams and projects related to science & technology planning, including supporting the organisation and conduct of relevant meetings, workshops, briefings and/or events where required, as well as the collation of data for central tracking.
What we are looking for
• Relevant public service experience in policy, strategic planning data analytics, dashboard development, workflow automation and environmental sciences.
• Strong experience in the following areas, especially in the public sector:
o Development and management of project repositories/databases
o Power BI, Microsoft Sharepoint, Power Automate, Robotic Process Automation for public sector dashboards
o Program evaluation
o Policy and Planning
o Science and tech transformation
• Strong understanding of the urban greenery and built environment sectors
• Strong analytical and problem-solving skills, with the ability to analyse qualitative and quantitative data, and develop evidence-based recommendations.
• Good interpersonal and communication skills, both written and verbal, and well-versed in coordination and logistical arrangements.
• Ability to work independently as well as in a team, and in collaboration with internal and external stakeholders.
