What the role is

You will lead in the ongoing policy review and implementation of the Healthcare Services Act (HCSA). The successful candidate will guide a team in developing and refining regulatory standards that align with patient safety risks and service complexity. This role involves close collaboration with various stakeholders, including the Attorney-General's Chambers and MOH’s Legal Office, to implement legislative changes and establish appropriate licence conditions for healthcare services. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

The position requires strong leadership capabilities to oversee stakeholder engagement initiatives, including focus group discussions and public consultations. You will be responsible for monitoring emerging healthcare delivery models and assessing their impact on existing regulatory frameworks. You will also manage secretariat functions for expert committees and guide the team in identifying and addressing regulatory gaps. As a team leader, the role involves mentoring and developing staff, managing resources, and ensuring operational excellence. You will oversee process and document control frameworks within operational branches while maintaining high standards of administrative efficiency. This position demands a strategic thinker with excellent project management skills, strong stakeholder management abilities, and a thorough understanding of healthcare regulations and policy implementation.

What we are looking for

• Background in health-related fields is required. Degrees in other relevant fields may be considered on a case-by-case basis. • A postgraduate qualification in public health or public policy/management would be advantageous. • Minimum of 5 years' experience in policy formulation and implementation, including at least 2 years in a team leadership role. • Previous experience in healthcare management, strategic planning, regulation, or governance is highly desirable • Possesses strong leadership and management capabilities • Excellent interpersonal and communication skills, with a strong command of English • Demonstrated analytical and critical thinking capabilities • Intellectual agility and awareness of socio-political sensitivities • Meticulous attention to detail and high standards of professionalism • Self-motivated with the ability to work independently under pressure with minimal supervision Ideal candidate should also possess the following key competencies: • Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge, and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose.
