What the role is

The Challenge The operating environment of the Public Service has been and will continue to undergo fundamental and rapid change. The issues we face are complex and multi-faceted, impacting the way the Public Service operates and organises itself. For that, we have embarked on the Public Sector Transformation (PST) journey since 2010s. Since this phase of PST started in 2018, we have sought to transform along 3Ws – Work, Workforce, Workplace – to drive sustained change. Building on our progress, we continuously review the shifts to undertake to support the transformation of the Public Service. The regulatory landscape in Singapore is facing rapid changes and emerging challenges. As new sectors and technologies emerge, existing regulations may become outdated or inadequate. This dynamic environment requires a proactive approach to understand and address the regulatory encumbrances faced by Singapore businesses, particularly in novel or rapidly evolving sectors. For that, we are embarking on a project to identify and analyse regulatory challenges, with a focus on facilitating innovation and improving regulatory governance. This initiative aligns with our ongoing efforts to transform and modernise the Public Service, ensuring it remains capable of shaping Singapore's future in an increasingly complex global environment.

What you will be working on

Learning Areas By joining our #PeoplePurposePossibilities internship, you can play a role in improving the workplace experience of public officers, together with partners across the Whole-ofGovernment (WOG). You will be part of the PST Cluster, which leads the WOG PST movement, building a Public Service capable of shaping Singapore's future in an increasingly complex global environment. You will have the opportunity to be involved in driving some or all of the following:- i) Conduct forward-looking research and external benchmarking on: a. Emerging areas of interest for regulatory studies, focusing on novel or rapidly evolving sectors (e.g., autonomous robots, sustainability). b. International regulatory best practices and innovative setups (e.g., UK's Regulatory Innovation Office) c. 'Work', 'Workforce', and 'Workplace' trends in key countries and private organisations. ii) Analyse findings to recommend impactful, needle-moving initiatives that the Singapore Public Service could potentially customise and implement to: a. Enhance its regulatory framework and governance b. Improve aspects of work, workforce, and workplace. iii) Collaborate with agency partners across the Whole-of-Government to: a. Conduct sensemaking of ground sentiments b. Stocktake and report on current Public Service Transformation (PST) efforts, including assisting in periodic report updates and documentation of ongoing initiatives and their impacts c. Develop a comprehensive understanding of the current landscape. iv) Effectively communicate with and energise target audiences on the PST movement, by: a. Maintaining and improving key communication channels: b. Sprucing up and upkeeping resource platforms and portals.
