What the role is

About CSA The Cyber Security Agency of Singapore (CSA) is the national agency overseeing cybersecurity strategy, operation, education, outreach, and ecosystem development. It is part of the Prime Minister’s Office and is managed by the Ministry of Digital Development and Information.

What you will be working on

Responsibilities • Administer tenders/quotations for CSA and manage the end to end procurement activities to ensure compliance to Government Procurement principles and policies. • Able to guide users to ensure that procurement is completed timely and understand user’s requirements and formulate procurement approaches and appropriate sourcing strategies. • Manage and perform assessment of potential pitfalls and risks related to procurement, contractual and supplier management and recommend appropriate mitigation plans to minimize potential disruption of CSA’s operations. • Work with project management team to understand their requirements and formulate procurement approaches and sourcing strategies appropriate for the purchases. • Manage end-to-end procurement activities, from review of procurement documents to preparing of contracts in accordance with the IM Procurement and internal policies/guidelines. • Manages GeBIZ transactions such as publication and award of quotations/tenders, issuance of Contracts and Invoicing Instructions etc. • Review of internal procurement process/guidelines to ensure easy, effective and efficient processes for CSA. • Manage the use of RPA bot to perform GeBIZ transactions and troubleshooting of RPA errors, if required. • Other administrative tasks as assigned.

What we are looking for

Requirements • Tertiary qualification in any discipline; • Preferably at least 3 years of experience in managing Government Procurement; • Experience in Gebiz and Contracts Management is an advantage; • Good interpersonal and communication skills; • Able to focus on priorities and manage overall workload; • Proactive, self-motivated and able to work in a fast-paced environment; • Able to work independently and be a team player; • Have a positive mindset and willing to go the extra mile beyond procurement work.
