What the role is

The Rehabilitation and Protection Policy Branch formulates and reviews policies and legislation for children and adults in need of care and protection, domestic violence survivors, as well as youth offenders. Our goal is to ensure these client groups receive care and rehabilitation, to maximise their safety, stability and social mobility. To achieve this, we undertake evidence-based research and community engagement and collaboration with stakeholders. This Branch is part of a larger Division, the Rehabilitation, Protection and Residential Care (RPR) Division, which oversees the policies, strategies and programmes that address the needs and challenges of vulnerable populations, such as rough sleepers, homeless individuals and families, children in statutory care, low-income and vulnerable elderly, and destitute persons.

What you will be working on

Reporting to the Team Leader, you will be: • Shaping our medium to long-term policies in the protection landscape: You will be an integral part of the team shaping the Ministry’s overall strategy to strengthen the landscape of protective services for persons in need of care and protection, with the goal of improving their stability, self-reliance and social mobility. This will include analysing trends, engaging with community partners and ground agencies to understand these groups’ complex social needs, • Analyse datasets and best practices: You will undertake evidence-based research to guide and inform our approach towards strengthening the protection ecosystem. • Forge partnerships with stakeholders: You will consult closely with community partners (e.g. Social Service Agencies that provide protective services), and speak to internal and external stakeholders, research teams, to identify policy opportunities and gaps, and co-create solutions. You will build partnerships with stakeholders, including community organisations and government agencies to facilitate policy formulation and communication for effective implementation. • Review and develop legislation: You will have opportunities to review legislation that strengthens safeguards for persons requiring protective services and scope powers for more targeted, effective assistance for children and adults in need of care and protection. As a Manager of the Rehabilitation, Protection and Residential Care Division, your role requires strategic thinking and strong analytical, research and communication skills. You will contribute to the development of policies that enhance residential support, protection and rehabilitation for vulnerable groups in society. What we are looking for

• Strong analytical and problem-solving skills • Communicates effectively, verbally and in writing • At least two years of relevant work experience in policy formulation, data analytics and family law is an advantage • Driven, resourceful and a team player • Able to lead projects independently and engage stakeholders at different levels • Able to manage tight timelines and deliver outcomes in a fast-paced working environment
