What the role is

Ready to make a real impact on careers and organisational growth? We are on the lookout for an experienced, driven and collaborative professional in Competency Development and/or Learning & Development to join the Human Resources team at the Civil Aviation Authority of Singapore (CAAS). This is an individual contributor role, where you will work closely with the team lead to develop, implement and manage competency frameworks and programs across the organisation. You will be at the heart of driving career progression and empowering professional growth through structured frameworks and learning initiatives.

What you will be working on

a. Support the development, implementation and updating of competency frameworks in partnership with divisions and key stakeholders

b. Establish job profiles, competencies and proficiency levels that align across CAAS and prepare the organisation for future priorities

c. Collaborate with divisions to craft training catalogues and milestone programmes that guide professional growth

d. Analyse competency assessment results at individual and organisational levels, turning insights into actionable capability-building recommendations

e. Support change management efforts around competency framework implementation and ensure they stay relevant and impactful

f. Work alongside HR and divisions to implement learning plans and programs that truly meet officers’ career development needs

g. Track, evaluate and fine-tune learning program effectiveness for better outcomes across the board

What we are looking for

a. Minimum 5 years of experience in competency development, learning and development, or similar HR roles

b. Strong knowledge of competency framework design and implementation

Excellent project and change management skills with the ability to manage multiple initiatives effectively

c. Strong stakeholder management, communication and interpersonal skills to work across all organisational levels

d. Strong analytical, critical thinking and problem-solving skills

e. Proficient in HR software systems and Microsoft Office suite

f. Familiarity with Singapore public sector HR practices and WOG initiatives is a plus

Note:
Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
