What the role is

The Waste Management Division (WMD) is responsible for the regulation of the waste management industry and implementation of key initiatives under the Zero Waste Master Plan, to achieve an efficient and sustainable waste-to-resource management system in Singapore.

The Waste Collection Department (WCD), under WMD, administers the Public Waste Collection scheme, regulates General Waste Collectors, implements Pneumatic Waste Conveyance System and Code of Practice requirements and carries out enforcements against breaches of legislative and licensing provisions, to ensure that waste is properly collected for disposal or recycling.

We are seeking motivated individuals responsible for overseeing the waste collection systems adopted by all developments in Singapore. You will be required to work closely with various stakeholders in the government & private sectors on the waste collection systems implemented and in-charge of the master-planning and regulatory role of rolling out District Pneumatic Waste Conveyance System (DPWCS) for commercial and private sectors in Singapore.

What you will be working on

You will be responsible for the following:

  • Reviewing building plan submissions regarding the waste collection systems to ensure compliance to the relevant code of practices

  • Reviewing and updating the requirements for waste storage and collection systems in the Code of Practice on Environmental Health (COPEH)

  • Supporting CORENET X requirements gathering for waste related COPEH requirements

  • Conducting site inspections at new development to ensure waste storage and collection systems are according to submission and fit for purpose

  • Assessing and evaluating new technologies for waste collection systems to improve productivity.

  • Leading and managing a group of officers to address and respond to public feedback relating to waste collection systems

  • Liaising and working with stakeholders such as contractors, licensees, managing agents, agencies, residents, Town Councils, industry associations

  • Working on tasks, projects and events as assigned

What we are looking for

  • Degree in Mechanical, Electrical & Electronic, Chemical, Environmental Engineering

  • At least 3 years of relevant working experience in project management, reviewing of building plans and engineering drawings and management of geospatial related IT projects

  • Relevant skills and experience such as field enforcement and conduct of investigations

  • Able to work independently

  • A good team player with strong interpersonal skills

  • Good written and spoken communication skills and analytical skills

  • Meticulous with a good eye for details

  • Self-motivated, resourceful, organised and able to multi-task

  • Interest in waste management and environmental issues
