What the role is

Ministry of Home Affairs is an Accredited Training Organisation (ATO) that has been certified by the Singapore Accountancy Commission (SAC) to possess the appropriate standards of staff training, accountancy resources and development for Singapore Qualification Programme (SQP) Candidates to fulfil their Practical Experience. The Administration and Finance (A&F) Branch is responsible for the purposeful allocation of government funds to achieve the best interests of the Academy in line with its goals and to ensure that all stakeholders in the process comply with Government Financial Procedures and Directives. The A&F Branch is the staff authority in all finance matters in HTA and is responsible for the effective and efficient management of financial and administrative matters such as monitoring and prioritising of budget spending, anticipating budget shortfalls, procurement issues in support of HTA’s vision and mission.

What you will be working on

The incumbent is responsible for payment, registry & other admin related matters within the A&F branch. The incumbent will assist in the following duties: 1. Accounts Payable management: • Work closely with HTA’s stakeholders to ensure payments are made in a timely and accurate manner and recorded in accordance with Governance and regulatory requirements and best practices • To send reminders and resolve iLMS issues with users promptly to facilitate timely payment • Review of HTA’s PUBBs accounts • Drive the adoption of InvoiceNow and Faster Payment initiatives • Maintain effective communication and strong collaboration with MHQ Finance Shared Services Centre (FSSC) & internal stakeholders • Facilitate monthly reporting to HTA Senior Management on relevant matters 2. Registry support functions: • Assist in the implementation of e-Registry/Digitalisation project • Prepare for IM4L on records management audit • Oversee the operations of HTA Mail room, dispatch, security clearance and future e-Registry system 3. Governance: • Facilitate financial appointments such as issuance of Approving Officers warrants • To assist team in the creation and de-activation of users’ system access timely such as Email Filing System, iLMS, NFS@Gov where necessary 4. Others: • To assist in broadcast on registry/finance matters • Collating & reporting of Economic Value Drive (EVD) initiatives • To assist team in the management of HTA’s budget, virement, audit, iLMS GRC matters where necessary • Undertake other appointments, duties or projects that may be assigned by the immediate supervisor

What we are looking for

• Tertiary degree education, preferably in Accounting or Finance with/without relevant experience • Strong oral & written communication and good analytical skills • Proficient in the use of Microsoft applications. Experience in use of Government software applications such as iLMS, NFS@Gov, Fi@Gov and HRP would be advantageous • Resourceful, meticulous and able to work under pressure and tight deadlines
