What the role is

The incumbent shall support the Deputy Director to manage and lead the daily operations of the Centre, drive the implementation of the appropriate use of technology, and create a conducive and supportive environment for leadership development and learning. The incumbent shall also develop the resource framework to leverage strong expertise and knowledge to lend prestige and credibility to HTCL and its leadership programmes. In this regard, the incumbent shall also develop strong internal capabilities within the Centre, and build conducive learning facilities to ensure the delivery of high quality leadership programmes for HT leaders, WOG and HT international strategic partners.

What you will be working on

The incumbent shall assist the Deputy Director in the following: Resource Framework • Drive the development of HTCL Resource Framework to guide the Centre in sourcing and managing experts and partners whom would lend prestige and credibility to HTCL and its leadership programmes • Identify suited experts and intellectual resources to provide HTCL training services and content • Work with HRD to identify, retain and effectively leverage the knowledge of experienced and retired HT leaders in leadership, crisis management and other relevant niche areas Capability Development • Drive the development of internal staff capabilities, including curriculum development, facilitation and instructional design. • Keep abreast of new trends and methodology in staff development • Develop a best sourcing approach to leverage appropriate subject matter expertise to further the Centre’s mission and core responsibilities • Oversee the continual professional and personal development of the Centre’s staff to upgrade their professional capabilities and skill proficiency levels Programme Administration • Manage and lead the daily operations of the Centre • Develop a best sourcing approach to leverage appropriate administrative functions and efforts in programme management • Plan the annual workplan, calendar for leadership programmes, and the budget for the Centre. • Set and monitor the targets for the Centre. • Manage the annual budget allocated to the Centre and ensure optimal utilisation rate • Collaborate with Human Resource Department (MHQ) to review and refine the nomination criteria for leadership programmes, ensuring alignment with programme objectives and effective talent management. They will identify suitable candidates based on these criteria, facilitating a targeted approach to participant selection • Analyse three-year nomination projections to evaluate and adjust the frequency of courses offered, optimising resource allocation and meeting the evolving demands of leadership development • Evaluate participants’ feedback and collaborate with contracted vendors to review and enhance the modules, ensuring that programme delivery is continuously improved to meet the evolving needs of participants Learning Facilities • Work closely with ICT to drive the appropriate use of technology, and create a conducive and supportive environment for leadership development and learning • Keep abreast of new trends and delivery methodology in leadership development • Develop and leverage online platforms to promote the Centre’s programmes and branding, and to facilitate efficient programme administration and programme management

What we are looking for

• Recognised university degree with at least 5 years of working experience, preferably in training and development • Keen interest in programme evaluation and analytics • Good knowledge of trends and issues affecting the HT would be an advantage • Able to conceptualise training requirements and design training curriculum for leadership programmes • Organised, logical and strong planning ability • Strong interpersonal, communication, presentation and writing skills • Proficient in IT and Microsoft Applications
