What the role is

The Planning and Organisation Branch is a part of HTA’s Centre for Planning and Technology. The branch drives HTA’s strategic and corporate planning, resource planning, knowledge management, corporate governance and organisational development efforts. It also drives the alignment of systems, capabilities and behaviours to enable HTA’s transformation and organisational excellence so that HTA continues to be an effective and future-ready organisation. The position gives the job holder a good sense of HTA core businesses in Training and Learning, Estate Management and Training Safety, and contribute towards HTA’s growth and development. The nature of work predisposes job holder to showcasing his/her ability to articulate ideas, reasons and proposals to senior management through e.g. presentations and putting up submissions.

What you will be working on

The job holder assists the Director of Centre for Planning and Technology in the areas of organisational development (OD), knowledge management (KM) and governance matters. Key responsibilities include: Organisational Development • Work with stakeholders to facilitate organisational change processes to support transformation, for example, initiatives to embed desired culture and work practices, to build a transformative and resilient organisation; • Drive innovation culture in HTA so that innovation can serve as a driver to support HTA’s transformation; and • Oversee organisational excellence efforts such as Business Excellence to cultivate a culture of continuous improvement, integrate strategies and plans for greater synergy. • Identification and Coordination of Awards, including the call for nominations, assessment and recommendations which are of relevance at the WOG/HT categories. Knowledge Management • Drive HTA’s corporate Knowledge Management (KM) efforts i.e. KM system, culture, practices, KM platform for HTA staff; and • Manage and transform KM resources for HT T&L such as the HT Library. Governance Matters • Support HTA’s Enterprise Risk Management in the following areas: a. Responsible and accountable for the development, implementation and maintenance of the Risk Management Framework to minimise and mitigate the occurrence and impact of risk incidents; b. Work with centres to apprise management of risk incidents and mitigating measures via an Operation Risks Management report to be tabled during the HTA D’EXCO Meeting (bi-annually), the Risk Management Audit Committee Meeting (quarterly) and the HTA Staff Meeting (quarterly); and c. Overseeing the HTA account management and ensuring the updating of risk and audit records on MHA’s Governance, Risk, Audit and Compliance Enterprise (GRACE) system. • Develop and drive HTA’s Internal Audit Framework and implementation of its processes and SOPs. The job holder will also provide secretariat and staff support for HTA’s key meetings and undertake secondary appointments, duties or projects that may be assigned by the immediate supervisor, Dy Director or/and Director.

What we are looking for

• A good University degree • Ability to perceive and conceptualise ideas; • Strong knowledge of trends and issues affecting the Home Team; • Strong analytical and critical thinking skills; • Good interpersonal and teamwork skills; • Articulate with strong writing and presentation skills; • Proactive and open to learning new skills e.g. data analytics • Working experience of at least 1 year would be an advantage; • Experience in strategic planning, resource planning, organisation development, knowledge management or corporate governance would be an advantage.
