What the role is

You will be responsible to support the rationalisation and translation of medical policies into operational policies and strategic plans to facilitate implementation by task groups or medical service providers, based on healthcare crisis and emergency scenarios. You will be part of a team in the Policy and Plans Division, Crisis Strategy and Operations Group (CSOG), to provide strategic planning for vaccination/testing operations as well as other emergency healthcare operations in a disease outbreak scenario. You may also be called upon to support operational planning and ground implementation for healthcare operations that are of strategic importance to the ministry. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

(1) Strategic planning for longer-term healthcare operations and capabilities • Develop plans to support MOH’s operations in a post-COVID environment, including the formulation of the overall operational strategy for emergency mass vaccination/testing operations or other healthcare operations for medical emergencies and disease outbreaks. This includes supporting the raising of these operational capacities during crisis. (2) Training of manpower to support vaccination-related operations during disease outbreaks • Support the raising of manpower (e.g., under the Healthcare Reserve Force) for disease outbreak operations by developing training materials as well as conducting training sessions on the functional roles for vaccination-related operations. Officer is also expected to contribute to the overall development of the training curriculum to ensure it is feasible and relevant to ground operations. (3) Supervise and manage ground operations to ensure the quality and efficiency of healthcare services • Provide a supervisory or liaison role and oversee the medical service providers to ensure their performance and compliance with approved policies and procedures. Officer is expected to make timely responses to operational issues and facilitate decision-making as needed. • Support public engagement by actively conducting publicity on the operations, addressing complex enquiries from the public, and managing sensitive situations. (4) Staffing and Administration • Staffing CSOG’s senior officers with operation updates and to carry out duties as required during exercise or crises operations.

What we are looking for

• Minimum 2 years working experience in the public sector, or relevant private sector related to healthcare • Experience in areas of strategic planning and/or operation implementation in healthcare sector will be an advantage. • Possess analytical, people-orientated, communication and writing skills. • Able to build relationships and communicates effectively and persuasively with others, valuing their views and resolving differences amicably to achieve win-win outcomes • Demonstrate organisational skills, meticulous attention to detail, ability to multi-task and adapt to fast-changing environments. • Display strong initiative, resourcefulness with minimal supervision.
