Reporting to the Deputy Director, the jobholder will be a part of a steadfast and meticulous team to develop frameworks, master agreements & memorandums of understanding that will fuel Science & Technology collaborative Research & Development projects with the wider S&T ecosystem, to support HTX’s mission to advance the Home Team’s technological capabilities. You will work closely together with local and international partners, as well as internal stakeholders to develop collaboration vehicles and contractual instruments that can help accelerate S&T activities.

What the role is
What you will be working on
• Engages in negotiations and contractual discussions with internal and external stakeholders (primarily local and international academic institutions) to work out mutually agreeable contract terms towards the goal of signing framework & master agreements, MoUs and the like.
• Manages and gatekeeps the utility of Partnerships Framework and agreements, keeping track of fund utilisation and compliance to guidelines.
• Reports to Senior Management the status, utilisation and health of Partnerships Framework agreements.
• Organises and executes effective strategic engagements between HTX (incl. senior management and divisional levels) and academia partners, such as steering committees, executive connects, exploratory workshops, technology-solutioning seminars, and other forms of outreach levers.
• Maintains strong oversight of academia (e.g., R&D) technology trends and developments to curate partnership opportunities with the academia entities that match MHA/HTX interest areas.
• Drives expansion of agreements with academia entities based on identified trends and development to advance S&T partnerships.
• Account manages key local and/or international academic institutions.
What we are looking for
• Tertiary qualifications in STEM, such as Biotechnology, Chemistry, Computer Science, Engineering, Sciences, and the like. Experience with Contract Law or Intellectual Property will be advantageous.
• At least 3-5 years of relevant experience in S&T research and development and/or project management. Additionally, at least 1-3 years of relevant experience in contract management.
• Public sector experience in procurement, project management or framework governance will be advantageous.
• Meticulous, with excellent organisational skills to handle multiple projects simultaneously, effective in moving projects forward.
• Experience in establishing S&T partnerships, with knowledge in partnership instruments such as MOUs and Master Agreements, and/or intellectual property.
• Experience in working with academic institutions.
• Resilient and creative – always seeking solutions to the hurdles that you face. You adapt to changes in priorities and embrace ambiguity. You display a willingness to change your ideas or perceptions based on new information or contrary evidence.

All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
