What the role is
What you will be working on
The job holder is responsible for the following:
• Oversee the planning, implementation, and sustainment of the MHQ’s ICT System, working closely with various stakeholders, including Home Team Departments (HTDs) project managers and IT solution providers/vendors.
• Consolidate requirements, obtain approval for project requirements, and ensure timely project delivery within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
• Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay.
• Provide regular updates to WOG/MHA/HTX management on project progress and manage project risks effectively.
• Ensure successful integration and testing of all hardware and software components so the system is delivered according to user requirements.
• Prepare technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required.
• Manage and ensure the operational efficiency of the ICT Systems, including vendor compliance, hardware/software updates, and budget management, while also addressing cybersecurity audit findings and enforcing government-mandated ICT security measures.
• Responsible for monitoring and reporting (monthly meetings, written reports, ad-hoc reporting, etc.) of the system during maintenance phase.
• Problem/issue management and Change management
• Ensure systems compliance with GovTech and MHA Security Policies and audit requirements.
What we are looking for
Job requirements
• Tertiary qualification in Engineering/ Computer Science/ Information Technology or relevant disciplines
• Preferably 3-5 years of relevant working experience.
• Participated in delivering system and software product with past development experience.
• Strong interest in project management, technologies and innovation
• Good analytical, interpersonal, collaboration, communications, and facilitation skills.
• Experience in project management in the following areas (Cloud Computing, Agile Methodologies, Data Analytics, Service Design/Design Thinking, low-code development platforms) will be an advantage.
• Certification in Project Management and Enterprise Architecture will be an advantage.
All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
