What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister’s Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together. The position is under the Workforce Development Division for the Human Capital Team in the Smart Nation Group - Digital Government (SNDG) where we manage the Talent Acquisition, Talent Management and Training of our officers to support the delivery of Smart Nation outcomes. The Assistant Director (Human Capital) will report to the Deputy Director (Human Capital) in leading initiatives to fundamentally reform our talent acquisition, talent management and training strategies and approaches to attract, develop and retain officers in the Smart Nation Group - Digital Government.

What you will be working on

Specifically, the role will entail leading the following broad areas or the areas may be scoped according to the candidate’s strengths/ experience: Talent Acquisition • Strategies to effectively maximize the talent acquisition outreach channels and efforts to source for talent for SNDG. • Integrate the use of competencies in interview assessments. • Drive and synergize with MDDI HQ for the implementation of structured internship program. • Actively monitor and maintain a healthy manning level across the Group. Talent Management • Actively monitor and maintain a healthy proportion of talent across the Group through the below initiatives. • Setup and execute the talent posting and attachment framework to enable a healthy flow of talent across MDDI family agencies. • Ensure the timely nomination of officers to the Public Service Talent Programmes. • Collaborate closely with MDDI HQ for talent posting and management initiatives, including succession planning. • Introduce creative talent engagement strategies and drive the talent engagement programme. Training and Development • Formulate a coherent Learning Roadmap for SNDG drawing input from the Divisions’ learning roadmaps. • Drive initiatives to address training gaps and inculcate a learning culture across SNDG. • Source for training opportunities and formalise training attachments with both public and private sector organisations. • Co-run or partner agencies/ vendors to deliver customised training programmes for SNDG. • Actively monitor and ensure that desired training outcomes are achieved.

What we are looking for

We are in search of self-motivated individuals who exhibit the following experience, skillsets and traits: Experience and Skillsets • At least 8 years of experience in the above-mentioned functional HR areas and/ or HR transformation work, including minimally 3 years in a supervisory capacity. • Experience in the high technology industry with knowledge of functional HR areas for the industry would be preferred. • Ability to grasp concepts quickly, write review papers and translate policies/ frameworks into workable implementation plans within a given timeline is necessary. • A keen understanding of the digital/ tech industry is an advantage.
