What the role is

Perform full spectrum of risk-based audits, compliance reviews and ad-hoc audits on various key functional areas as identified within the Department which includes: o Applying governance, risk management and control frameworks in audit activities o Evaluating the adequacy and effectiveness of internal controls o Identifying discrepancies, weaknesses, regulatory or risk issues o Utilising data analytics for more effective and comprehensive audit coverage and outcomes o Recommending solutions to risk and control issues o Preparing audit reports to include audit findings, conclusions and recommendations for improvement o Completing audit engagements on a timely basis with high audit quality o Highlighting key findings and providing regular updates to Audit Committee/ Senior Management o Monitoring and following up on the implementation status of recommendations and/or action plans of audits by using the Governance, Risk, Audit and Compliance Enterprise (GRACE) system

What you will be working on

• Work with SPS’ divisions and external stakeholders to strengthen financial governance and internal audit capabilities • Provide guidance and advice to SPS’ divisions on financial audit matters • Organise and engage in internal communication and education programmes to raise awareness and promote good corporate governance among officers, e.g. developing/updating audit checklists, conduct training/sharing etc. • Liaise and communicate with other auditors, e.g. auditors from MHQ, AGO and outsourced external auditors etc. • Manage and coordinate outsourced audit services with external auditors as required • Carry out Secretariat duties for Audit and Risk Committee (ARC) meetings • Represent the Division as Logistics Representative to manage/coordinate the procurement of office supplies for the Division • Undertake other ad-hoc projects/tasks as assigned

What we are looking for

The jobholder should possess the following: • Tertiary education in Accountancy/Finance-related disciplines • Minimum 1 year of internal/external audit experience • Familiar with Government financial policies/ procedures, auditing standards and programming language will be an advantage • Good working knowledge and understanding of risk management, internal controls, auditing and visualisation tools • Strong interpersonal, communication and report writing skills • Strong critical thinking and analytical skills, resourceful, meticulous and a team player • Able to work independently and self-motivated • High standard of integrity, drive and sense of urgency
