What the role is

[Public Service Commission Secretariat] The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

What you will be working on

[Specific Job Responsibilities] Reporting to the Assistant Director/Senior Manager (Talent Management), you will be part of the team that supports and facilitates the Public Service Commission’s work in securing and developing top-tier talent through the PSC Scholarships and maintaining oversight on scholarships throughout the Public Service. Scholarship Selection and Administrative Support • Support the administration of PSC Scholarships, including liaising with applicants/candidates and partnering agencies involved in the scholarship selection process e.g. scheduling for pre-interview screening, seeking time-off arrangements etc. and verification of documents for scholarship interviews. • Updating of scholarship interview outcomes and basic data extraction for meetings with schools. • In charge of the confirmation of scholarships, this includes but is not limited to establishing medical contracts with a DA provider, and to schedule the offered candidates for medical screening. • Manage enquiries on Talent Management matters from the public and other government agencies which are received through the feedback management system. Maintain an up-to-date log on all enquiries for knowledge management. • As part of knowledge management, review digital and/or physical documents and provide recommendations on sensitivity classification and retention/disposal approach, where appropriate. Events Management • Coordinate and monitor volunteer support for engagement sessions. • Coordinate and support the planning, execution and overall logistics for a range of PSC events, including award ceremonies and development programmes. • Organise and co-ordinate networking and engagement events with local and overseas educational institutions/universities, pre-university students and their parents, including scholarship information sessions and internships and to prepare relevant materials for these events.

You are able to guide members of the public and stakeholders on where to access relevant information, online and offline and can identify and highlight cases that require special consideration to your supervisors, and propose solutions to meet citizens and stakeholders’ needs. Possess good interpersonal, verbal and written communication skills. • [Thinking Clearly and Making Sound Judgements] Able to develop solutions for problems encountered in the course of carrying out your work tasks, guided by background knowledge and past experiences. • [Recruitment and Employer Branding] Able to administer recruitment strategies via various platforms to source for suitable candidates to maximise the effectiveness of the selection process. You are able to implement initiatives that articulate and enhance the value proposition of the scholarships to stakeholders across multiple platforms by collaborating with internal and external stakeholders. • [Analytics] Ability to apply fundamental data analysis to derive trends. Proficient in Microsoft Excel. • [Events Management] Experience in planning and executing engagement and networking sessions for small and large groups. [Other Traits] • Pro-active, organised and meticulous. Excellent team player who is able to thrive in a fast-paced environment.
