What the role is
What you will be working on
Join a team of changemakers on a mission to redesign the motoring experience – creating a future where transactions happen effortlessly, touchpoints are thoughtfully designed, and where every interaction in a delight. You will be part of a team to reinvent the One Motoring platform, building new capabilities to enable real-time billing, personalised dashboards, and intuitive user flows.
As Assistant Manager, Tech Planning, you will work within the government ecosystem to align stakeholders and drive strategic plans – playing a pivotal role in managing the policy, operational, and financial landscape to enable large-scale digital change.
What You’ll Do
• Business Case Development: Develop compelling business cases to secure support and funding for key transformation initiatives to deliver motoring services.
• Articulate Strategic Narrative: Work across government agencies, internal teams, and industry partners to co-create and own the strategic narrative for the initiative.
• Bridge Planning & Technology: Work with technical teams to identify and address policy, financial, and operational roadblocks, while ensuring that the technical approaches align with business needs, funding models, and government priorities.
• Lead Senior Management Engagement: Prepare and deliver high-impact presentations, reports, and briefs to influence decision-makers and shape policy direction.
• Shape the Future of Motoring Services: Support the innovation of new service models within LTA’s ecosystem that will define the next generation of motoring experiences.
• Track & Report Progress: Establish appropriate risk controls, track key milestones, and report progress to senior leadership and internal coordination committees.
What we are looking for
• At least 3 years of public sector experience in planning, corporate strategy, funding management, or digital transformation functions.
• Strong understanding of government funding mechanisms, budget approvals, and policy frameworks (e.g. RF/MMF, PST, Central Digitalisation Budget)
• Experience in stakeholder management, notably with cross-agency collaboration and engaging with industry partners.
• Ability to synthesise complex technical and business concepts into clear, compelling narratives, tailoring the message to connect with your audience.
• Excellent presentation, business writing, and analytical skills, with competencies in using data and clear arguments to influence leadership decisions.
• Familiar with tech transformation in the public service context. Technical depth is not required, but some appreciation of tech principles is essential to succeed.
