The Corporate Services (CS) cluster has 4 main functions: (i) Finance manages PSD’s annual budget and makes recommendation on allocation of financial resources; (ii) Knowledge Management oversees the registry and documentation of the thinking of the past and helps with our decision for new ideas and future policies; (iii) Procurement provides advice on procurement matters and reviews procurement submissions for compliance; and (iv) Admin oversees the day-to-day operations in PSD. For (i), this will be managed by forward deployed AGD-Finance officers. As DD/Corporate Services, you will lead the Knowledge Management, Procurement and Admin teams to oversee PSD’s knowledge management initiatives, develop procurement strategies and ensure optimisation of resources. You will manage the Knowledge Management team to spearhead the development and implementation of comprehensive records management policies and knowledge management capabilities across PSD, while driving digital transformation and change management initiatives in partnership with the IT team. You will manage the Procurement team and provide procurement advice for the end-to-end procurement value chain and maintain oversight of procurement framework and processes (in terms of operations efficiency, effectiveness, and control) for the organization. You will lead the Admin team to ensure office facilities and equipment are well maintained and create a healthy and sustainable environment for the workplace. You will establish, maintain and review the Business Continuity Plan and ensure contingency plans are in place for activation during times of crisis. You preferably at least 10 years of relevant experience in the areas of procurement, admin and knowledge management with strong analytical skills and conceptual abilities.

This includes the ability to consider and evaluate possible solutions and propose the most appropriate one. • [Stewarding Systems for Today and Tomorrow] Ability to review systems and processes regularly, leveraging technology to enhance services and operations and meet emerging needs, as well as put in place systems to manage areas of organisation risk. • [Caring For, Developing and Inspiring Staff] Ability to inspire and develop team while driving change with empathy, and prioritising their wellbeing and growth • [Corporate Delivery Optimisation] Ability to establish clear processes to optimise resource utilisation, better deliver customised professional advisory and services to operational departments, and enhance the internal customer experience • [Procurement Strategy & Policy] Ability to determine procurement strategy and policies for the organisation, ensuring alignment to overall organisational strategy and compliance requirements. • [Knowledge Management] Ability to design beneficial knowledge management (KM) initiatives which are user friendly. This includes the ability to facilitate links with expertise and knowledge resources outside the organisation to meet complex knowledge and internal stakeholders’ information needs. Successful candidates will be offered a 2-year contract in the first instance.
