As a Manager/ Senior Manager, Customer Management Systems in the Student Placement and Services Division, you will spearhead innovative technology solutions to enable seamless service integration across MOE’s public touchpoints. You will lead the strategic design and implementation of change management initiatives to drive effective use of MOE's Customer Management Systems (CMS), encompassing the enterprise-wide Customer Relationship Management (CRM) platform, knowledge management, contact centre solution, digital tools and data analytics.

What the role is
What you will be working on
• Review and execute a comprehensive IT strategy through detailed analysis of business requirements, stakeholder needs, and industry best practices to continuously identify opportunities for system improvement and drive technological innovation to optimise service delivery and operational efficiency across the branch
• Lead CMS enhancements and system integration projects across multiple service channels, including cost-benefit evaluation, project management, to enable seamless omnichannel service delivery
• Analyse system utilisation to identify trends and systemic issues, coordinate technical system maintenance, bug fixes, and related activity with vendors, while ensuring compliance with data security standards and governance frameworks
• Design and deliver effective change management strategies, including stakeholder communications, briefings, and comprehensive training programmes for MOE HQ and school users to maximise system adoption and ensure consistency in CMS usage
• Oversee the development and maintenance of user documentation and training materials, while providing responsive technical support for CMS-related queries
What we are looking for
• At least 5 years of relevant experience, including 3+ years in IT project management
• Professional certification in project management (e.g. CITPM, PMP) would be an advantage
• Good working knowledge in CMS platforms, such as CRM systems, contact centre solutions, data analytics, and knowledge management systems
• Strong understanding of data security and compliance requirements
• Experience in analysis, implementation and evaluation of IT systems and their specifications
• Strategic thinker with ability to align technology solutions with business objectives
