What the role is

This Senior Manager/Manager (HR) position focuses on building up capabilities and leading internal staff communications to strengthen organisational culture and employee engagement post-transition. The role involves spearheading the development and implementation of the CDA competency framework to enhance organisational capabilities. Key responsibilities include identifying technical competencies and designing comprehensive learning pathways. Working closely with stakeholders, the Senior Manager/Manager (HR) will also build strategic partnerships with CDA’s union to foster strong industrial relations, including leading the collective agreement negotiation with AUPE.

What will you be working on


− Map out technical competencies and proficiency levels across different job roles and levels.

− Develop long-term strategies for technical capability development, including learning pathways and development programmes to build the technical competencies.  

− Design and execute effective onboarding programmes to welcome new employees and ensure their successful integration into the organisation. 

− Build and maintain strong relationship with CDA union, including future collaborations between CDA and AUPE.

− Negotiate collective agreement with AUPE. 

− Support communications to ensure a smooth post-transition of employees from the existing agencies [i.e. MOH, National Centre for Infectious Diseases (NCID) and Health Promotion Board (HPB)] to CDA. 

− Address employee concerns and provide support post-transition.

What are we looking for

- At least 4-5 years of working experience in HR management or communications.

- Prior experience in the public sector/agencies would be an advantage.

- Strong knowledge of HR policies, practices, and employment laws.

- Ability to develop and align overall HR strategies and initiatives across different HR functions.

- Ability to translate HR policies into clear and engaging messages.

- Excellent communication and interpersonal skills, with the ability to build relationships and interact effectively with employees at all levels.

- Ability to work independently as well as collaboratively in a team environment.

About Communicable Diseases Agency

The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks. CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore’s global outreach and foster collaboration with international partners.
