Assistant Director / Manager (Internal Audit)

What the role is

You will be part of the Centralised Internal Audit Unit that enhances corporate governance by carrying out audit engagements and advisory work of the Ministry and some of our Statutory Boards (namely NParks, Building and Construction Authority, Council of Estate Agents, Professional Engineers Board, Board of Architects). As part of your career development, you will be given an opportunity to either work in MND IA unit or be posted to NParks and BCA IA units. There are 2 types of positions available: Type 1: First posting in BCA. You are responsible for the planning and performing of audits in scope covering financial, compliance, operational (e.g., licensing and inspection) and resource management and certifications. You will also be given opportunity to advise and recommend effective internal controls and best practices while reviewing processes holistically. Type 2: First posting in NParks. You are responsible to plan and perform financial, compliance, operational (e.g., tree inspection and animal management) audits and certifications. You will also be given opportunity to advise and recommend effective internal controls and best practices while reviewing processes holistically.

What you will be working on

• Assist in the development of the internal audit plans for MND/Statutory Boards • Plan, execute and complete audits in accordance with approved audit plans, ensuring adherence to established timelines and schedules • Ensure that all working papers in order before submission for further review. • Carry out audit assignments, follow-up reviews and ad-hoc projects or special reviews • Explore and implement IT and data analytic tools to enhance audit quality and effectiveness • Provide advice on control and governance practices • Procure, monitor and manage outsourced internal audit services • Provide secretariat support to MND Audit Committee or Agency level committees as required • Participate and implement any internal audit transformation initiatives adopted by MND Family • Plan and execute ad-hoc projects to raise awareness and promote good corporate governance within MND family

What we are looking for

Functional/Technical Competencies: • At least 2 - 5 years of relevant working experience in Finance, Accounting and Auditing. Professional experience in internal or external auditing preferred • Possess a relevant field of study in Accountancy, Finance or related discipline • Proficient in Microsoft Office and data analytics/ visualisation tools General Competencies: • Meticulous, effective problem solving with critical thinking skills and a balanced sense of perspective • Proactive and self-motivated with good report writing, communication and interpersonal skills • Work independently as well as with teams • Willing to gain deep and wide IA exposure through secondment in MND and some of our Statutory Board IA units • Display strong multi-tasking skills to meet tight deadlines
