As the community leadership development arm of the People’s Association, NACLI offers a wide range of functional and leadership development programmes to equip PA staff and grassroots leaders with practical and applied skills and leadership competencies to carry out their roles effectively. To keep the Institute relevant, there is imperative need to leverage on data, measurements, evaluation and insights for continuous improvements and effective forward planning.
Supports the Vice-Dean (Planning & Knowledge Management) and Assistant Deans (Planning & Knowledge Management) in strategising, planning and coordinating with both internal and external stakeholders in enhancing the Institute’s planning and evaluation capabilities.
Assists Assistant Dean (Planning & Knowledge Management) in implementing the Institute’s programme and course evaluation, as well as in the development and use of outcome measurement to assess effectiveness.
Oversees the development and enhancement of processes / systems to monitor training progress and effectiveness through analysed data and distilled relevant insights.
Assists the department in enhancing the Institute’s knowledge management capabilities and facilitating its corporate planning process.
What you will be working on:
Key responsibilities include:
Corporate Planning
Assists the department in planning, tracking, managing and coordinating of the agenda and follow-ups from meetings, e.g. Senior Management Meetings (SMM) and NACLI’s Monthly Meeting with CED, DCE etc.
Assists Vice-Dean and Assistant Deans (Planning & Knowledge Management) in strategising, planning, organising, tracking and reporting in accordance with the Institute’s Annual Planning Cycle.
Supports in the preparation of the departmental stocktake, workplan presentations and retreat sessions.
Works with various departments to ensure alignment with the institute's strategic direction.
Conducts research and analysis to forecast trends and identify opportunities for growth and improvement.
Monitors the implementation of plans, and proposes adjustments as necessary to support the institute's success.
Contributes to the development of policies and initiatives that support the institute's long-term goals.
Outcome Measurement
Oversees the consolidation of training evaluation data and preparation of draft course report
Identifies relevant data variables for meaningful analysis and proposes recommendations for implementation across the Institute
Tracks Training Progress, Participation and Effectiveness
Knowledge Management
Manages and implements improvements to the Institute's knowledge management system and ensures that PA staff have access to the information and resources they need.
Implements improvements to better manage or organise knowledge and repository resource materials within the Institute.
Development of PA Knowledge
Works closely and coordinates with PA knowledge owner divisions in the documentation of knowledge for PA.
Supports the PA Knowledge Management Workgroup and work with PA stakeholders on the follow-up actions and future plans.
Community Gallery @ NACLI
Supports Assistant Dean (Planning & Knowledge Management) in the development and operations of the Community Gallery.
Works closely with key stakeholders in the development of the Gallery.
Assists Assistant Dean (Planning & Knowledge Management) in developing an abridged version of the Community Gallery at PA HQ.
Accreditation Compliance
Oversees the Institute’s ongoing compliance with SkillsFuture Singapore (SSG) accreditation requirements and standards as a Registered Training Provider (RTP).
Relationship Management, Reports and Submissions & Others
Supports in the management of stakeholder networks (e.g. NACLI Adjunct Faculty members, academics, consultants, specialists and visiting groups or delegates).
Tracks and monitors department budget utilisation.
Prepares report submissions, craft proposal papers and research insights reports.
Other Duties
Represents NACLI at official meetings, events or working committees (internal & external).
Assists Senior Officers in other assignments.
Covers duties of other officers as needed.
What we are looking for:
Requirements:
Minimum - At least 3 years of related work experience in organisational learning and development, evaluation and/or corporate planning.
Desired - Relevant experience in a learning, pedagogy or training department of a medium or large organisation (educational or training preferred).
Is a self-starter and fast learner with good analytical, problem-solving and critical thinking skills.
Appreciates broad concepts and is also attentive to details.
Has good project management skills and is able to work both independently and as part of a team.
Has strong proficiency in the English language, both verbal and written and communication skills.
Enjoys working with people of different backgrounds to achieve a common goal.
