We are seeking a motivated and dynamic individual to oversee and enhance our planning consultation system and processes, as well as manage planning consultations across various stakeholders. Planning consultation is crucial in safeguarding PUB’s mission and interests, which include protection of our reservoirs, waterways and PUB’s infrastructure while ensuring adequacy of infrastructure to support development plans in driving Singapore’s growth. In striving towards improving efficiency and leveraging innovative technology tools, PUB has implemented a Planning Consultation and Checker System (PCCS) since 2020 to automate the process across the Board and leverage on Geographical Information System (GIS) capabilities to support the processing of planning consultation requests.

Your responsibilities include but are not limited to: Ensure reliability and performance of PCCS, where you’ll coordinate with vendors and stakeholders to: • Oversee maintenance • Coordinate change requests to incorporate system updates/enhancements • Align system functionality with operational needs • Ensure compliance with Infocomm Technology and Smart Systems (ICT&SS) directives Enhance Systems and Workflows, where you’ll engage a new vendor in undertaking a Technology Refresh, involving: • Analyse land use consultation trends, to assess priorities in planning consultation • Review existing processes, in consultation with stakeholders • Identify gaps and propose improvements to improve efficiency and productivity • Manage project to implement improvements and conduct User Acceptance Tests (UAT) • Oversee transition to new system, including coordination of training Coordinate Land Use Consultations • Assess land use consultations against PUB’s policies • Coordinate with stakeholders to provide PUB’s assessments and positions • Laise with agencies to deconflict plans or resolve issues

• Degree in Engineering or related fields • Passion in the use of innovative tools to improve processes and optimise workflows • Experience in digital systems management and/or digital system implementation would be beneficial • Knowledge and experience in GIS would be beneficial • Effective communication (both oral and written) and stakeholder engagement abilities • Good system thinking skills • A strong sense of initiative; able to work independently with minimal supervision and able to thrive under tight deadlines • Ability to work collaboratively with cross-functional teams and external stakeholders
