The Manager, Skills Strategy & Planning will support the National Jobs Skills Development Office (NJSDO) in data procurement, ensuring good documentation and supporting the development of the national Jobs Skills Portal. He/She would also support the division in enquiries and appeals (including those relating to jobs-skills insights and tools delivered via the Jobs-Skills Portal) as part of the division’s customer relations management team, as well as assist in the transformation of the national Skills Framework. This position requires a systematic problem-solver with a keen eye for detail, and someone with strong communication, project management, and engagement skills. The ideal candidate will be adept at managing stakeholder relationships, proficient in gathering user requirements for new product feature and system enhancements, business process improvement supporting ops-tech integration, and detailed oriented and diligent on data documentation and cataloguing, as well as in basic analysis and reporting.

What the role is
What you will be working on
Customer Relationship Management
• Address customer relationship management cases promptly, managing enquiries and appeals with a customer-centric approach
Data Procurement & Administrative Oversight
• Manage procurement activities and handle administrative tasks with precision and efficiency
Data Governance Documentation
• Organize, update, and refine internal data policies
• Communicate SLAs and data governance policies clearly to all stakeholders to ensure understanding and compliance
Data Cataloguing
• Manage and update the data catalogue, ensuring it is current and reflects accurate data classifications
• Maintain and update the data dictionary, ensuring all data terms are clearly defined and aligned with data models
• Maintain and organize all data-related documents for easy access and reference
• Create user guide designed to help stakeholders easily access, navigate, and use the data catalog
Business and User Analysis
• Gather and analyse business requirements for the Jobs-Skills Portal
• Collaborate with stakeholders to define product features, user needs and system enhancements
• Develop detailed user stories and process flows to support feature development
• Work closely with team to prepare reports and presentations for stakeholders on portal performance and enhancements
• Conduct data analysis to identify user behaviour and trends
Any other ad-hoc tasks in supporting the transformation of the national Skills Framework
• Participate in system User Acceptance Testing (UAT)
• Support the team with WSQ Full Qualification processing to gain understanding of the policy and processes required to implement business process improvement such as the automation of the new WSQ Full Qualification design rules supporting the transition to SFw2.0
