What the role is

Join Tote Board's Strategic Planning (SP) department to shape Tote Board’s strategic and corporate plans and steer our Enterprise Risk Management (ERM) programme to contribute to the success of Tote Board (and its subsidiaries, Singapore Pools (Private) Ltd and Singapore Turf Club).

What you will be working on

You will support Tote Board Senior Management in navigating the complexities of the current operating environment and support Tote Board’s transformation in line with MOF and the larger Whole-of-Government objectives and outcomes. You will lead ERM in enabling the Tote Board Group to effectively manage risks and seize opportunities. Your responsibilities include:

Strategic Planning

  • Drive planning initiatives aligned with Tote Board, MOF and Whole-of-Government objectives

  • Lead organisation-wide strategic sessions including Board, Management and Divisional Advances

  • Develop and monitor strategic plans, performance metrics and action plans

  • Foster cross-divisional collaboration and stakeholder alignment of strategies and action plans through communication

  • Conduct scans to understand the landscape, and to identify trends and opportunities for long-term strategy

Enterprise Risk Management (ERM)

  • Lead ERM framework and policy review and implementation

  • Manage ERM processes, monitoring and mitigation strategies in line with Tote Board’s strategic objectives and risk appetite

  • Drive risk awareness culture through training and engagement

  • Analyse emerging risks and trends to enhance organisational resilience

  • Oversee and streamline the ERM reporting process and in detecting risks in a timely manner

Others

  • Present strategic and risk-related reports to Senior Management, Board and MOF

  • Guide divisions on Strategic Planning and ERM activities

  • Maintain accurate Strategic Planning and ERM documentation and intranet pages

  • Lead special projects and contribute to initiatives or ad-hoc tasks as assigned

What we are looking for

Requirements:

  • Trained in any discipline or equivalent qualifications and experience

  • Minimum five years of professional experience with demonstrated expertise in Strategic Planning, Corporate Planning and/ or Enterprise Risk Management, preferably in the public sector.

  • Certification relevant to Strategic Planning, Enterprise Risk Management or equivalent would be an advantage.

  • Demonstrated ability to:

    • Think analytically and critically, consider different and broader perspectives, and develop actionable solutions

    • Communicate effectively in writing and verbally, including presenting complex information clearly to diverse audiences

    • Plan and organise work, and manage projects effectively

    • Work collaboratively and build partnerships across a wide range of stakeholders

    • Influence and drive change through effective interpersonal skills

Working Conditions:

  • The role is subject to prevailing hybrid working arrangement within Tote Board. It may involve managing logistics and setting up of venues as required e.g. in preparation for the Advances.

Note: This is a fixed term contract position.
