With the increasing use of digital technology as we pursue our Smart Nation ambitions, there is a critical need to ensure that our digital domain is safe, secure and resilient. Digitalisations means the threat surface has expanded significantly (including hardware systems, software infrastructure and services, end-user devices and media). Citizens and businesses are increasingly exposed to cyber risks, services disruptions, malicious online harms like scams, and the risks that come with emerging technologies such as AI and quantum computing. There is also greater complexity in the geopolitical space, given the ongoing technological contestation between US-China, and growing concerns about the impact on national security.
To ensure that the Trust pillar of the Smart Nation 2.0 vision is upheld, the Security and Resilience Division (SRD) identifies and assesses the above risks in our digital domain, and works with government and industry stakeholders to strengthen our digital security and resilience. SRD’s priorities are broadly organised into three key areas – (i) upholding the resilience of Singapore’s digital infrastructure and services, (ii) addressing the security of critical and emerging technology, and (iii) combatting digitally-enabled scams.

What the role is
What you will be working on
As a team lead in SRD, you will lead a team of officers to work with a wide range of government stakeholders (within and beyond MDDI), industry partners (e.g. banks, tech companies), and international stakeholders to develop strategies and policies that enhance Singapore’s digital security and resilience. For example, you may work with Infocomm Media Development Authority to address resiliency risks in our digital connectivity infrastructure, or with the Cyber Security Agency of Singapore to assess the security implications of emerging technology such as AI and quantum. You may also work with Ministry of Home Affairs to drive the development of anti-scam strategies and policies, in support of the Inter-Ministry Committee on Scams, and collaborate with the private sector (e.g. banks, telcos, online platforms) to disrupt scam operations and prevent fraudulent activities. You may also be involved in assessing the geopolitical risks and proposing international collaboration opportunities in the digital security and scams domain.
The job holder is expected to have strong policy acumen, write well, have strong stakeholder engagement skills and be able to guide and mentor a team of officers.
What we are looking for
* Candidate should have experience in policy formulation and be familiar with issues related to threats in the digital space. Background in Digital and Cyber Security, or Information Technology is preferred but not essential.
* At least 8 years of working experience, preferably in policy making
* At least 4 years of supervisory experience
* Ability to adopt a systems-level approach to issues
* Willingness to learn and take on a diverse range of work
* Ability to operate in ambiguous and unstructured work environments
* Ability to write and communicate well
