What the role is

With the increasing use of digital technology, and as we build our Smart Nation ambitions, there is a critical need to ensure that our digital domain is safe, secure and resilient. The threat surface has expanded significantly (including hardware systems, software infrastructure and services, and media), and both citizens and businesses are increasingly exposed to cyber risks, outages and service failures, malicious online harms like scams, and the risks that come with emerging technologies. like AI and Quantum computing. There is also greater complexity in the international space, given the ongoing technological contestation between US-China, and growing concerns about the impact on national security. The Security and Resilience Division (SRD) identifies and assesses these risks to our digital domain, and works with both government and private-sector stakeholders to drive how we will strengthen our security and resilience. It is organised to cover three key areas – combatting online scams, addressing the security of critical and emerging technology, and upholding the resilience of Singapore’s digital infrastructure.

What you will be working on

You will need to work with a wide range of government stakeholders (within and out of MDDI), private-sector partners (e.g. banks, tech companies), and international entities to develop strategies and policies that enhance Singapore’s digital resilience and security. For example, you may work with Infocomm Media Development Authority to assess resiliency risks in our digital connectivity infrastructure, or with Cyber Security Agency of Singapore to assess the security implications of emerging technology such as AI and quantum. You may also work with Ministry of Home Affairs to drive the development of anti-scam strategies and policies, in support of the Inter-Ministry Committee on Scams, and collaborate with the private sector (e.g. banks, telcos, online platforms) to disrupt scam operations and prevent fraudulent activities. You may also be involved in assessing the geopolitical risks and proposing international collaboration opportunities in the digital security and scams space. The job holder is expected to have strong policy acumen, write well, have strong stakeholder engagement skills.

What we are looking for

* Candidate should have experience in policy formulation and be familiar with issues related to threats in the digital space. Background in Digital and Cyber Security, or Information Technology is preferred but not essential. * At least 4 years of working experience, preferably in policy making. * Ability to adopt a systems-level approach to issues. * Willingness to learn and take on a diverse range of work; able to operate in ambiguous and unstructured work environments * Ability to write and communicate well.
