What the role is

This role manages the comprehensive MUIS Talent Scheme (MTS), overseeing the identification, development, and retention of high-potential employees through a structured nomination and selection process. The position coordinates talent development initiatives, including training programmes, mentorship opportunities, and engagement sessions with senior management. The candidate will also manage MUIS awards, internal posting and secondment.

What you will be working on

MUIS Talent Scheme (MTS) Management

1. Handle the nomination process:

  • Review and implement a robust nomination process for the talent scheme

  • Communicate the scheme's objectives and criteria to all relevant stakeholders

  • Manage the call for nominations, ensuring wide participation across units

2. Candidate Selection:

  • Review, assess, and shortlist nominations against predetermined criteria

  • Coordinate with cluster directors and HR to validate shortlisted candidates

3. Development Planning and Engagement:

  • Create development plans for selected candidates

  • Identify suitable training programmes, mentorship opportunities, and stretch assignments

  • Arrange and facilitate engagement sessions between talent pool and senior management

4. Programme Management:

  • Monitor and evaluate the effectiveness of the talent scheme

  • Continuously improve the scheme based on feedback and outcomes

MUIS Awards Administration

  • To assist in the management and administration of awards (such as Long Service Award and National Day Award)

Internal Posting and Secondment Management

  • Oversee internal posting processes including Global Mobility Plan (GMP)

  • Manage secondment arrangements (inbound and outbound)

  • Coordinate with other agencies for secondment opportunities and billing process

Others:

  • Support the team in any other matters

  • Contribute to other HR initiatives and projects

What we are looking for

  • Tertiary education, preferably in Human Resource, Business Management or equivalent

  • Preferably with at least 3 - 5 years of working experience in the area mentioned above or related field

  • Able to work independently as well as in teams

  • Good communication, written and interpersonal skills

  • Proficient in Excel and able to organise HR data

Successful candidate will be appointed on contract basis.
