What the role is

PSD’s HR Policy cluster develops and implements HR policies for the Public Service so that we attract, develop, retain, and motivate the right talent to build a successful and vibrant Singapore for the next generation. With a changing operating environment, the HR Policy cluster ensures that HR policies remain relevant, progressive and sufficiently flexible to account for the diverse needs of agencies and public officers.

What you will be working on

As a Lead/Senior Analyst/Analyst, you will drive policies related to attracting individuals into Service and facilitating their movements within the Service. You will need to: • Analyse relevant HR and workforce data and trends to identify gaps in existing HR policies; • Keep up with legislative changes; • Partner public agencies to review existing policies and develop and implement HR policies and programmes; • Leverage technology and HR IT systems for end-to-end implementation. You may also be asked to lead strategic policy reviews that involve cross-cluster collaboration.

What we are looking for

A good candidate should possess the following: [Key Competencies and Experience] [Thinking Clearly and Making Sound Judgements] Demonstrates curiosity in problem-solving, conducts thorough analyses to reach logical conclusions, and delivers effective solutions within policy parameters. [Working Effectively with Stakeholders] Ability to communicate complex issues and policy solutions clearly to stakeholder while actively building and maintaining professional networks. [HR Policy] Ability to provide sound advice on HR policies and processes while anticipating implementation implications. Experience in HR or policy will be an advantage but is not a requirement. Successful candidates will be appointed on a 2-year contract in the first instance.
