PSD’s HR Policy cluster develops and implements HR policies for the Public Service so that we attract, develop, retain, and motivate the right talent to build a successful and vibrant Singapore for the next generation. With a changing operating environment, the HR Policy cluster ensures that HR policies remain relevant, progressive and sufficiently flexible to account for the diverse needs of agencies and public officers.

As a Lead/Senior Analyst/Analyst, you will drive policies related to attracting individuals into Service and facilitating their movements within the Service. You will need to: • Analyse relevant HR and workforce data and trends to identify gaps in existing HR policies; • Keep up with legislative changes; • Partner public agencies to review existing policies and develop and implement HR policies and programmes; • Leverage technology and HR IT systems for end-to-end implementation. You may also be asked to lead strategic policy reviews that involve cross-cluster collaboration.

[Working Effectively with Stakeholders] Ability to communicate complex issues and policy solutions clearly to stakeholder while actively building and maintaining professional networks. [HR Policy] Ability to provide sound advice on HR policies and processes while anticipating implementation implications. Experience in HR or policy will be an advantage but is not a requirement. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be appointed on a 2-year contract in the first instance.
